S.F. _____ H.F. _____ (a) The demonstration projects shall utilize water quality 1 practices as described in the latest revision of the document 2 entitled “Iowa Nutrient Reduction Strategy” initially presented 3 in November 2012 by the department of agriculture and land 4 stewardship, the department of natural resources, and Iowa 5 state university of science and technology. 6 (b) The division shall implement demonstration projects 7 as provided in subparagraph division (a) by providing 8 for participation by persons who hold a legal interest in 9 agricultural land used in farming. To every extent practical, 10 the division shall provide for collaborative participation by 11 such persons who hold a legal interest in agricultural land 12 located within the same subwatershed. 13 (c) The division shall implement demonstration projects on 14 a cost-share basis as determined by the division. Except for 15 edge-of-field practices, the state’s share of the amount shall 16 not exceed 50 percent of the estimated cost of establishing the 17 practice as determined by the division or 50 percent of the 18 actual cost of establishing the practice, whichever is less. 19 (d) The demonstration projects shall be used to educate 20 other persons about the feasibility and value of establishing 21 similar water quality practices. The division shall promote 22 field day events for purposes of allowing interested persons to 23 establish water quality practices on their agricultural land. 24 (e) The division shall conduct water quality evaluations 25 within supported subwatersheds. Within a reasonable period 26 after accumulating information from such evaluations, the 27 division shall create an aggregated database of water quality 28 practices. Any information identifying a person holding a 29 legal interest in agricultural land or specific agricultural 30 land shall be a confidential record. 31 (4) The moneys appropriated in this lettered paragraph 32 shall be used to support education and outreach in a manner 33 that encourages persons who hold a legal interest in 34 agricultural land used for farming to implement water quality 35 -2- LSB 5017XG (2) 88 ec/tm 2/ 13

S.F. _____ H.F. _____ practices, including the establishment of such practices in 1 watersheds generally, and not limited to subwatersheds or 2 high-priority watersheds. 3 (5) The moneys appropriated in this lettered paragraph 4 may be used to contract with persons to coordinate the 5 implementation of efforts provided in this paragraph. 6 (6) The moneys appropriated in this lettered paragraph 7 may be used by the department to support urban soil and water 8 conservation efforts, which may include but are not limited 9 to management practices related to bioretention, landscaping, 10 the use of permeable or pervious pavement, and soil quality 11 restoration. The moneys shall be allocated on a cost-share 12 basis as provided in chapter 161A . 13 (7) Notwithstanding any other provision of law to the 14 contrary, the department may use moneys appropriated in 15 this lettered paragraph to carry out the provisions of this 16 paragraph on a cost-share basis in combination with other 17 moneys available to the department from a state or federal 18 source. 19 (8) Not more than 10 percent of the moneys appropriated in 20 this lettered paragraph may be used for costs of administration 21 and implementation of the water quality initiative administered 22 by the soil conservation division. 23 b. There is appropriated from the rebuild 20 Iowa infrastructure fund for the fiscal year beginning July 1, 21 2020, and ending June 30, 2021, the sum of thirty-five million 22 dollars to the technology reinvestment fund, notwithstanding 23 section 8.57, subsection 5, paragraph “c” . 24 EXPLANATION 25 The inclusion of this explanation does not constitute agreement with 26 the explanation’s substance by the members of the general assembly. 27 This bill relates to and makes appropriations to state 28 departments and agencies from the rebuild Iowa infrastructure 29 fund and the technology reinvestment fund, and provides for 30 related matters. The bill is organized by divisions. 31 DIVISION I —— REBUILD IOWA INFRASTRUCTURE FUND. This 32 division appropriates project funding for FY 2020-2021 from 33 the rebuild Iowa infrastructure fund for projects for the 34 departments of administrative services, agriculture and 35 -12- LSB 5017XG (2) 88 ec/tm 12/ 13

S.F. _____ H.F. _____ land stewardship, cultural affairs, human services, natural 1 resources, public defense, public safety, transportation, and 2 veterans affairs, and for the law enforcement academy, board 3 of regents, treasurer of state, and the judicial branch. The 4 division also appropriates project funding from the rebuild 5 Iowa infrastructure fund for FY 2020-2021 and FY 2021-2022 to 6 the department of corrections and the economic development 7 authority. 8 DIVISION II —— TECHNOLOGY REINVESTMENT FUND. This 9 division appropriates project funding for FY 2020-2021 10 from the technology reinvestment fund for the departments 11 of corrections, education, homeland security and emergency 12 management, human rights, inspections and appeals, management, 13 public health, public safety, revenue, and veterans affairs, 14 and for the office of the chief information officer, law 15 enforcement academy, and the judicial branch. This division 16 also appropriates project funding for FY 2020-2021 and FY 17 2021-2022 from the technology reinvestment fund to the ethics 18 and campaign disclosure board. 19 DIVISION III —— MISCELLANEOUS PROVISIONS. Code section 20 8.57A, concerning the environment first fund, is amended to 21 provide that the appropriation to the fund from the rebuild 22 Iowa infrastructure fund for the fiscal year beginning July 23 1, 2020, is $22.32 million instead of $42 million. The bill 24 further eliminates appropriations to the fund from the rebuild 25 Iowa infrastructure fund for fiscal years beginning on or after 26 July 1, 2021. 27 Code section 8.57C, concerning the technology reinvestment 28 fund, is amended to provide that the standing appropriation to 29 the fund from the general fund for fiscal years beginning on or 30 after July 1, 2020, is changed to fiscal years beginning on or 31 after July 1, 2021, and to provide for an appropriation to the 32 fund from the rebuild Iowa infrastructure fund for the fiscal 33 year beginning July 1, 2020, of $35 million. 34 -13- LSB 5017XG (2) 88 ec/tm 13/ 13
