this
state
and
that
a
violation

of
this
requirement
shall
result
in
a
termination
of
the
lease

agreement.

It
is
the
intent

the

assembly

establish

day
program.

The
governor’s
office
of
drug
control
policy
shall

consider
federal
grants
made
to
the
department
of
corrections

for
the
benefit
of
each
of
the
eight
judicial
district

departments
of
correctional
services
as
local
government

grants,
as
defined
pursuant
to
federal
regulations.

6.
The
department
of
corrections
shall
continue
to
contract

with
a
judicial

monitoring
equipment

Notwithstanding

8.39,

moneys
appropriated

Act

the
department

department
may
reallocate
the
moneys

appropriated
and
allocated
as
necessary
to
best
fulfill
the

needs
of
the
correctional
institutions,
administration
of

the
department,
and
the
judicial
district
departments
of

with

7.
INTENT
——
REPORTS.

1.
The
department
of
corrections,
in
cooperation
with
4
townships,
the
Iowa
cemetery
associations,
and
other
nonprofit
5
or
governmental
entities,
may
use
inmate
labor
during
the
6
fiscal
year
beginning
July
1,
2020,
to
restore
or
preserve
7
rural
cemeteries
and
historical
landmarks.
The
department,
in
8
cooperation
with
the
counties,
may
also
use
inmate
labor
to
9
clean
up
roads,
major
water
sources,
and
other
water
sources
10
around
the
state.

2.
On
a
quarterly
basis,
the
department
shall
provide
12
a
status
report
regarding
private-sector
employment
to
the
13
legislative
services
agency
beginning
on
July
1,
2020.
The
14
report
shall
include
the
number
of
offenders
employed
in
the
15
private
sector,
the
combined
number
of
hours
worked
by
the
16
offenders,
the
total
amount
of
allowances,
and
the
distribution
17
of
allowances
pursuant
to
section
904.702,
including
any
moneys
18
deposited
in
the
general
fund
of
the
state.

Sec.
8.
ELECTRONIC
MONITORING
REPORT.
The
department
of
20
corrections
shall
submit
a
report
on
electronic
monitoring
to
21
the
general
assembly,
to
the
co-chairpersons
and
the
ranking
22
members
of
the
joint
appropriations
subcommittee
on
the
justice
23
system,
and
to
the
legislative
services
agency
by
January
24
15,
2021.
The
report
shall
specifically
address
the
number
25
of
persons
being
electronically
monitored
and
break
down
the
26
number
of
persons
being
electronically
monitored
by
offense
27
committed.
The
report
shall
also
include
a
comparison
of
any
28
data
from
the
prior
fiscal
year
with
the
current
fiscal
year.
