S.F. _____ Section 1. TOBACCO CESSATION SERVICES —— MEDICAID 1 PROGRAM. The department of human services shall contractually 2 and by administrative rules adopted pursuant to chapter 17A 3 require, under Medicaid fee-for-service and Medicaid managed 4 care administration, that a Medicaid member, who contacts 5 the member’s Medicaid managed care organization’s tobacco 6 cessation program or Quitline Iowa seeking tobacco cessation 7 services, shall be eligible to receive tobacco cessation 8 services without prior authorization. For the purposes of this 9 section, “tobacco cessation services” includes counseling, oral 10 smoking cessation therapy, and nicotine replacement therapy, as 11 applicable to the member’s situation. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill requires the department of human services (DHS) 16 to contractually and by administrative rules adopted pursuant 17 to chapter 17A require, under Medicaid fee-for-service and 18 Medicaid managed care administration, that a Medicaid member, 19 who contacts the member’s Medicaid managed care organization’s 20 tobacco cessation program or Quitline Iowa seeking tobacco 21 cessation services, shall be eligible to receive tobacco 22 cessation services without prior authorization.
