is
amended
by
adding

the
following
new
subsection:

SUBSECTION
.
2A.
The
department
of
human
services
shall

require
electronic
benefits
transfer
cards
used
to
provide
food
4
assistance
program
cash
assistance
to
bear
the
photograph
of
5
the
person
to
whom
the
card
is
issued.
This
subsection
does
6
not
apply
to
any
of
the
following
persons:
7
a.
A
person
under
the
age
of
eighteen.
8
b.
A
person
who
is
eligible
for
Medicare
based
upon
the
9
person’s
age.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
department
of
human
services
to
14
require
electronic
benefits
transfer
cards
used
to
provide
food
15
assistance
program
cash
assistance
to
bear
the
photograph
of
16
the
person
to
whom
the
card
is
issued,
and
provides
exceptions
17
for
a
person
under
the
age
of
18
or
a
person
who
is
currently
18
eligible
for
Medicare
based
upon
the
person’s
age.
