NEW SECTION . 306.48 Roundabouts on primary road 1 system prohibited. 2 The department shall not design or construct a roundabout 3 on the primary road system, including any road over which 4 the department exercises concurrent jurisdiction pursuant to 5 section 306.4. For purposes of this section, “roundabout” means 6 a circular intersection at which two or more roads meet where 7 motor vehicles travel counterclockwise around a center island. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill prohibits the department of transportation (DOT) 12 from designing or constructing a roundabout on the primary 13 road system, including any road over which the DOT exercises 14 concurrent jurisdiction. Under Code section 306.3, the 15 primary road system includes those roads both inside and 16 outside the boundaries of municipalities which are under DOT 17 jurisdiction. Under Code section 306.4, the DOT exercises 18 concurrent jurisdiction over municipal extensions of primary 19 roads, extensions of primary roads which both enter and exit 20 from state land at separate points, and extensions of primary 21 roads which both enter and exit from a county park or other 22 county conservation area at separate points. 23 -1- LSB 2196XC (3) 88 ns/rh 1/ 1
