S.F. 70 Section 1. Section 280.30, Code 2019, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 3. a. The board of directors of a school 3 district and the authorities in charge of an accredited 4 nonpublic school may include as part of an emergency operations 5 plan a requirement that school personnel barricade or block a 6 door for a period not to exceed three minutes in the event of 7 an unplanned fire alarm activation in order for a designated 8 school official to investigate the alarm. The school shall 9 initiate regular evacuation and safety procedures after the 10 three-minute period expires. The period may be extended if an 11 active shooter has been verified to be on school property. 12 b. The state fire marshal, in consultation with the 13 department of education, shall provide written guidance to each 14 school district and accredited nonpublic school describing how 15 a school can apply current fire safety requirements for an 16 unplanned fire alarm activation in order to provide security 17 to students and school personnel in the event of a potential 18 active shooter situation. The written guidance may be provided 19 in an electronic format. 20 EXPLANATION 21 The inclusion of this explanation does not constitute agreement with 22 the explanation’s substance by the members of the general assembly. 23 This bill authorizes school boards and authorities in 24 charge of accredited nonpublic schools to include as part of 25 a school building emergency operations plan a requirement 26 that school personnel barricade or block a door for a period 27 not to exceed three minutes in the event of an unplanned fire 28 alarm activation in order for a designated school official to 29 investigate the alarm.
