Employer
control
of

employee
contributions
prohibited.

1.
An
employer
employing
persons
in
Iowa
shall
not
do
any
3
of
the
following:
4
a.
Prohibit
an
employee
from
making
a
contribution
to
a
5
committee.
6
b.
Require
an
employee
to
receive
approval
prior
to
making
7
a
contribution
to
a
committee.
8
c.
Limit
the
amount
of
any
contribution
an
employee
makes
9
to
a
committee.
10
d.
Take
any
adverse
action
against
an
employee
for
an
11
employee’s
contributing
to
or
failing
to
contribute
to
a
12
committee.

2.
This
section
does
not
apply
to
an
employee
if
the
14
political
affiliation
or
viewpoint
of
the
employee
is
a
bona
15
fide
occupational
qualification
of
the
employment.

EXPLANATION
17
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
prohibits
an
employer
who
employs
people
in
20
Iowa
from
prohibiting,
limiting,
or
requiring
approval
for
21
the
contributions
of
employees
to
political
committees
or
22
candidates’
committees.
The
bill
does
not
apply
to
an
employee
23
for
whom
a
particular
political
viewpoint
or
affiliation
is
24
a
bona
fide
qualification
of
the
employment.
By
operation
25
of
law,
a
person
who
violates
the
bill
is
guilty
of
a
26
serious
misdemeanor.
A
serious
misdemeanor
is
punishable
by
27
confinement
for
no
more
than
one
year
and
a
fine
of
at
least
28
$315
but
not
more
than
$1,875.
