Section
1.
PLASTIC
CONTAINERS
AND
PACKAGING
RECYCLING
1
AND
REUSE
STUDY.
The
department
of
natural
resources
shall
2
conduct
a
one-year
study
of
plastic
containers
and
packaging
3
sold
in
this
state.
The
study
shall
examine
recycling
and
4
reuse
of
plastic
containers
and
packaging
and
factors
that
5
inhibit
the
recycling
or
reuse
of
plastic
containers
and
6
packaging.
The
department
shall
include
as
participants
in
7
the
study
manufacturers
of
plastic
containers
and
packaging,
8
retailers,
and
persons
involved
in
the
recycling
and
reuse
9
of
plastic
containers
and
packaging.
The
department
shall
10
form
a
plan
with
the
goal
of
preventing
plastic
containers
and
11
packaging
from
being
disposed
of
in
landfills.
For
purposes
12
of
this
study,
“plastic
containers
and
packaging”
does
not
13
include
beverage
containers
as
defined
in
section
455C.1.

The
department
shall
submit
a
report
to
the
general
assembly
15
detailing
its
findings
and
recommendations
by
December
31,

2020.

EXPLANATION
18
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
19
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
natural
resources
21
to
conduct
a
study
examining
recycling
and
reuse
of
plastic
22
containers
and
packaging
and
factors
that
inhibit
the
recycling
23
or
reuse
of
plastic
containers
and
packaging.
The
department
24
shall
include
as
participants
in
the
study
manufacturers
of
25
plastic
containers
and
packaging,
retailers,
and
persons
26
involved
in
the
recycling
and
reuse
of
plastic
containers
27
and
packaging.
The
department
shall
develop
a
plan
with
the
28
goal
of
preventing
plastic
containers
and
packaging
from
being
29
disposed
of
in
landfills.
The
department
shall
submit
a
report
30
of
its
findings
and
recommendations
to
the
general
assembly
by
31
December
31,
2020.
