1.
Section
257.6,
subsection
1,
Code
2019,
is

amended
by
adding
the
following
new
paragraph:

d.
If,
following
a
disaster
event,
all

portion
of
the
area
comprising
a
school
district
is

declared
by
the
governor
to
be
in
a
state
of
disaster
emergency
5
pursuant
to
section
29C.6
or
for
which
a
declaration
of
a
major

disaster
has
been
made
by
the
president
of
the
United
States,
7
the
school
district’s
most
recent
actual
enrollment
certified
8
under
paragraph
“b”
prior
to
the
disaster
event
shall
be
used
9
for
each
of
the
next
two
determinations
of
actual
enrollment
10
under
paragraph
“a”
occurring
after
the
disaster
event
if
11
such
a
determination
is
more
than
five
percent
less
than
the
12
school
district’s
most
recent
actual
enrollment
certified
under
13
paragraph
“b”
prior
to
the
disaster
event.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
15
importance,
takes
effect
upon
enactment.

Sec.
3.
APPLICABILITY.
This
Act
applies
to
school
budget
17
years
beginning
on
or
after
July
1,
2019.

EXPLANATION
19
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Current
Code
section
257.6(1)
establishes
the
calculation
of
22
each
school
district’s
actual
enrollment,
generally
determined
23
on
October
1
of
each
year.
The
determination
of
actual
24
enrollment
is
then
used
in
the
subsequent
school
budget
year
as
25
the
school
district’s
basic
enrollment
and
budget
enrollment
26
for
funding
calculations
purposes.

This
bill
provides
that
if,
following
a
disaster
event,
28
all
or
a
portion
of
the
area
comprising
a
school
district
is
29
declared
by
the
governor
to
be
in
a
state
of
disaster
emergency
30
or
for
which
a
declaration
of
a
major
disaster
has
been
made
31
by
the
president
of
the
United
States,
the
school
district’s
32
most
recent
actual
enrollment
certified
prior
to
the
disaster
33
event
shall
be
used
for
each
of
the
next
two
determinations
of
34
actual
enrollment
occurring
after
the
disaster
event
if
such
