Section
280.13,
Code
2019,
is
amended
to
read
as

follows:

280.13
Requirements
for
interscholastic
athletic
contests
and
3
competitions.

A
public
school
shall
not
participate
in
or
allow
5
students
representing
a
public
school
to
participate
in
any
6
extracurricular
interscholastic
athletic
contest
or
competition
7
which
is
sponsored
or
administered
by
an
organization
as
8
defined
in
this
section
,
unless
the
organization
is
registered
9
with
the
department
of
education,
files
financial
statements
10
with
the
department
in
the
form
and
at
the
intervals
prescribed
11
by
the
director
of
the
department
of
education,
and
is
in
12
compliance
with
rules
which
the
state
board
of
education
adopts
13
for
the
proper
administration,
supervision,
operation,
adoption
14
of
eligibility
requirements,
and
scheduling
of
extracurricular
15
interscholastic
athletic
contests
and
competitions
and
the
16
organizations.
Such
rules
shall
not
impose
multiple
periods
of
17
ineligibility
on
a
student
for
all
school-approved
activities
18
for
a
single
violation
of
the
rules.
For
the
purposes
of
19
this
section
,
“organization”
means
a
corporation,
association,
20
or
organization
which
has
as
one
of
its
primary
purposes
the
21
sponsoring
or
administration
of
extracurricular
interscholastic
22
athletic
contests
or
competitions,
but
does
not
include
an
23
agency
of
this
state,
a
public
or
private
school
or
school
24
board,
or
an
athletic
conference
or
other
association
whose
25
interscholastic
contests
or
competitions
do
not
include
more
26
than
twenty-four
schools.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
rules
adopted
by
the
state
board
31
of
education
for
the
proper
administration,
supervision,

operation,
adoption
of
eligibility
requirements,
and
scheduling
33
of
extracurricular
interscholastic
athletic
contests
and
34
competitions
and
sponsoring
organizations
shall
not
impose
