1.
Section
256.7,
subsection
3,
Code
2019,
is

amended
to
read
as
follows:

Prescribe
standards
and
procedures
for
the
approval
of

practitioner
preparation
programs
and
professional
development
4
programs
offered
in
this
state
by
practitioner
preparation
5
institutions
located
within
or
outside
this
state
and
by
6
area
education
agencies.
Procedures
provided
for
approval
7
of
programs
shall
include
procedures
for
enforcement
of
the
8
prescribed
standards
and
shall
not
include
a
procedure
for
the
9
waiving
of
any
of
the
standards
prescribed.

a.
The
board
shall
collaborate
with
the
board
of
educational
11
examiners
to
prescribe
standards
and
procedures
for
the
12
approval
of
alternative
practitioner
preparation
programs
in
13
accordance
with
section
272.2,
subsection
13.
14
b.
The
board
may
establish
by
rule
and
collect
from
15
practitioner
preparation
institutions
located
outside
this
16
state
an
amount
equivalent
to
the
department’s
necessary
travel
17
and
actual
expenses
incurred
while
engaged
in
the
program
18
approval
process
for
the
institution
located
outside
this
19
state.
Amounts
collected
under
this
subsection
paragraph
shall
20
be
deposited
in
the
general
fund
of
the
state.

Sec.
2.
Section
272.2,
subsection
13,
Code
2019,
is
amended
22
to
read
as
follows:

13.
Adopt
rules
to
provide
for
nontraditional
preparation
24
options
for
licensing
persons
who
hold
a
bachelor’s
degree
25
from
an
accredited
college
or
university,
who
do
not
meet
26
other
requirements
for
licensure.
The
rules
shall
provide
27
for
alternative
pathways
leading
to
initial
teacher
and
28
administrator
licensure
and
to
teaching
and
administrator
29
endorsements,
and
shall
prescribe
standards
and
procedures
30
for
the
issuance
of
such
initial
practitioner
licenses
and
31
endorsements.
The
board
shall
collaborate
with
the
state
32
board
of
education
on
standards
and
procedures
for
approval
of
33
alternative
preparation
programs
maintained
within
or
outside
34
of
this
state
that
lead
to
licenses
and
endorsements
that
the

may
issue
in
accordance
with
this
subsection.

This
bill
provides
that
the
board
of
educational
examiners

(BOEE)
rules
relating
to
nontraditional
preparation
options
6
for
licensing
individuals
who
hold
bachelor’s
degrees
but

have
not
met
practitioner
preparation
requirements
must

provide
for
alternative
pathways
leading
to
initial
teacher
9
and
administrator
licensure
and
to
teaching
and
administrator
10
endorsements.

The
bill
requires
the
BOEE
to
prescribe
standards
and
12
procedures
for
such
issuance
and
to
collaborate
with
the
state
13
board
of
education
on
standards
and
procedures
for
approval
14
of
alternative
practitioner
preparation
programs
maintained
15
within
or
outside
of
this
state
that
lead
to
such
licenses
and
16
endorsements.

The
state
board
of
education
is
currently
required
to
18
prescribe
standards
and
procedures
for
the
approval
of
19
practitioner
preparation
programs.
The
bill
directs
the
state
20
board
to
collaborate
with
the
BOEE
to
prescribe
standards
21
and
procedures
for
the
approval
of
alternative
practitioner
22
preparation
programs.
