Section
1.
Section
321.189,
subsection
6,
Code
2019,
is
1
amended
to
read
as
follows:

6.
Licenses
issued
to
persons
under
age
twenty-one.
A
3
driver’s
license
issued
to
a
person
under
eighteen
years
of
4
age
shall
contain
the
same
information
as
any
other
driver’s
5
license
except
that
the
words
“under
eighteen”
shall
appear
6
prominently
on
the
face
of
the
license.
A
driver’s
license
7
issued
to
a
person
eighteen
years
of
age
or
older
but
less
than
8
twenty-one
years
of
age
shall
contain
the
same
information
9
as
any
other
driver’s
license
except
that
the
words
“under
10
twenty-one”
shall
appear
prominently
on
the
face
of
the
11
license.
Upon
attaining
the
age
of
eighteen
or
upon
attaining
12
the
age
of
twenty-one,
and
upon
payment
of
a
ten
dollar
fee,
13
the
person
shall
be
entitled
to
a
new
driver’s
license
or
14
nonoperator’s
identification
card
for
the
unexpired
months
15
of
the
driver’s
license
or
card.
Upon
attaining
the
age
of
16
twenty-one,
a
person
who
is
otherwise
eligible
to
be
issued
a
17
driver’s
license
or
nonoperator’s
identification
card
shall
be
18
eligible
to
apply
electronically
for
issuance
of
a
replacement
19
license
or
card
for
the
unexpired
months
of
the
license
or
20
card,
regardless
of
whether
the
most
recent
previous
issuance
21
of
the
license
or
card
occurred
electronically.
The
department
22
shall,
within
a
reasonable
time
period
prior
to
a
person’s
23
twenty-first
birthday
anniversary,
notify
the
person
of
the
24
person’s
eligibility
to
apply
for
a
replacement
driver’s
25
license
or
nonoperator’s
identification
card
electronically
26
upon
attaining
the
age
of
twenty-one.
The
department
shall
27
develop
educational
media
to
raise
awareness
of
a
person’s
28
eligibility
to
apply
for
a
replacement
driver’s
license
or
29
nonoperator’s
identification
card
electronically
upon
attaining
30
the
age
of
twenty-one.
An
instruction
permit
or
intermediate
31
license
issued
under
section
321.180B,
subsection
1
or
2,
shall
32
include
a
distinctive
color
bar.
An
intermediate
license
33
issued
under
section
321.180B,
subsection
2
,
shall
include
the
34
words
“intermediate
license”
printed
prominently
on
the
face

The

Under
current
law,
a
driver’s
license
applicant
is
not
5
eligible
for
electronic
renewal
of
the
license
if
the
most
6
recent
previous
renewal
of
the
applicant’s
license
occurred
7
electronically.

This
bill
provides
that
upon
attaining
the
age
of
21,
a
9
person
who
is
otherwise
eligible
to
be
issued
a
driver’s
10
license
or
nonoperator’s
identification
card
is
eligible
to
11
apply
electronically
for
issuance
of
a
replacement
license
12
or
card
for
the
unexpired
months
of
the
license
or
card,
13
regardless
of
whether
the
most
recent
previous
issuance
14
of
the
license
or
card
occurred
electronically.
The
bill
15
requires
the
department
of
transportation
(DOT)
to,
within
16
a
reasonable
time
period
prior
to
a
person’s
21st
birthday
17
anniversary,
notify
the
person
of
the
person’s
eligibility
18
to
apply
for
a
replacement
driver’s
license
or
nonoperator’s
19
identification
card
electronically
upon
attaining
the
age
of
20
21.
The
bill
also
requires
the
DOT
to
