Section
1.
Section
280.13,
Code
2019,
is
amended
to
read
as
1
follows:

280.13
Requirements
for
interscholastic
athletic
contests
and
3
competitions.

1.
A
public
school
shall
not
participate
in
or
allow
5
students
representing
a
public
school
to
participate
in
any
6
extracurricular
interscholastic
athletic
contest
or
competition
7
which
is
sponsored
or
administered
by
an
organization
as
8
defined
in
this
section
subsection
,
unless
the
organization
9
is
registered
with
the
department
of
education,
files
10
financial
statements
with
the
department
in
the
form
and
at
11
the
intervals
prescribed
by
the
director
of
the
department
of
12
education,
and
is
in
compliance
with
rules
which
the
state
13
board
of
education
adopts
for
the
proper
administration,
14
supervision,
operation,
adoption
of
eligibility
requirements,
15
and
scheduling
of
extracurricular
interscholastic
athletic
16
contests
and
competitions
and
the
organizations.
Such
rules
17
shall
not
include
academic
eligibility
standards
for
students
18
participating
in
extracurricular
interscholastic
athletic
19
contests
or
competitions.
For
the
purposes
of
this
section
20
subsection,
“organization”
means
a
corporation,
association,
21
or
organization
which
has
as
one
of
its
primary
purposes
the
22
sponsoring
or
administration
of
extracurricular
interscholastic
23
athletic
contests
or
competitions,
but
does
not
include
an
24
agency
of
this
state,
a
public
or
private
school
or
school
25
board,
or
an
athletic
conference
or
other
association
whose
26
interscholastic
contests
or
competitions
do
not
include
more
27
than
twenty-four
schools.

The
Iowa
high
school
athletic
association
and
the
Iowa
29
girls
high
school
athletic
union
shall
jointly
develop
and
30
implement
a
policy
establishing
academic
eligibility
standards
31
for
students
participating
in
extracurricular
interscholastic
32
athletic
contests
or
competitions.
The
policy
shall
not
impose
33
multiple
periods
of
ineligibility
for
a
single
violation
of
the
34
policy.

Administrative
rules
adopted
by
the
2
department
of
education
establishing
academic
eligibility
3
standards
for
students
participating
in
extracurricular
4
interscholastic
athletic
contests
or
competitions
pursuant
5
to
section
280.13
prior
to
the
enactment
of
this
Act
shall
6
continue
to
be
effective
until
the
Iowa
high
school
athletic
7
association
and
the
Iowa
girls
high
school
athletic
union
8
have
implemented
a
policy
establishing
academic
eligibility
9
standards
for
students
participating
in
extracurricular
10
interscholastic
athletic
contests
or
competitions
as
required
11
by
section
280.13,
subsection
2,
as
enacted
by
this
Act,
and
12
have
jointly
provided
written
notice
to
that
effect
to
the
13
department.
Upon
receiving
such
notice,
the
department
shall
14
commence
rulemaking
pursuant
to
chapter
17A
to
rescind
any
15
rules
establishing
academic
eligibility
standards
for
students
16
participating
in
extracurricular
interscholastic
athletic
17
contests
or
competitions
pursuant
to
section
280.13.

EXPLANATION
19
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
Iowa
high
school
athletic
22
association
and
the
Iowa
girls
high
school
athletic
union
23
to
jointly
develop
and
implement
a
policy
establishing
24
academic
eligibility
standards
for
students
participating
25
in
extracurricular
interscholastic
athletic
contests
or
26
competitions.
The
policy
shall
not
impose
multiple
periods
of
27
ineligibility
for
a
single
violation
of
the
policy.
The
bill
28
provides
that
the
department
of
education
does
not
have
the
29
authority
to
adopt
administrative
rules
on
the
same
subject.
30
The
bill
provides
that
such
administrative
rules
previously
31
adopted
by
the
department
of
education
shall
continue
to
be
32
effective
until
the
Iowa
high
school
athletic
association
and
33
the
Iowa
girls
high
school
athletic
union
have
implemented
a
34
policy
as
required
in
the
bill
and
jointly
provided
written

The
bill
requires
the

department
to
commence
rulemaking
to
rescind
such
rules
