S.F. 2361 Section 1. Section 29C.22, subsection 3, paragraph e, Code 1 2020, is amended to read as follows: 2 e. For purposes of this subsection , “authorized 3 representative of a participating government” means a mayor 4 or the mayor’s designee, a member of the county board of 5 supervisors or a representative of the board, or an emergency 6 management coordinator or the coordinator’s designee , or the 7 elected chief executive officer of the participating government 8 or the elected chief executive officer’s designee authorized to 9 enter into contracts on behalf of the participating government . 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill relates to persons authorized to request 14 assistance in an emergency situation pursuant to the statewide 15 mutual aid compact. 16 Under current law, emergency management commissions, 17 counties, cities, townships, and other political subdivisions 18 are considered participating governments for purposes of the 19 statewide mutual aid compact unless the governing body of the 20 emergency management commission, county, city, township, or 21 other political subdivision has acted to withdraw through an 22 ordinance or resolution. Current law allows an authorized 23 representative of a participating government to request 24 assistance of another participating government by contacting 25 the authorized representative of that participating government. 26 An “authorized representative of a participating government” 27 is defined as a mayor or the mayor’s designee, a member of the 28 county board of supervisors or a representative of the board, 29 or an emergency management coordinator or the coordinator’s 30 designee. 31 The bill amends the definition of “authorized representative 32 of a participating government” to include the elected chief 33 executive officer of the participating government or the 34 elected chief executive officer’s designee authorized to enter 35 -1- LSB 5960SV (1) 88 js/ns 1/ 2
