1.
Section
262.9,
Code
2019,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
39.
Require
each
institution
of
higher
3
learning’s
athletic
department
to
schedule
intercollegiate
4
basketball
games
against
each
of
the
other
institutions’
5
basketball
teams
at
least
once
annually
during
the
regular
6
intercollegiate
sports
calendar,
with
each
university’s
arena
7
hosting
such
game
on
an
alternating
basis.
If
an
institution’s
8
athletic
department
fails
to
meet
this
scheduling
requirement,
9
the
amount
appropriated
by
the
general
assembly
to
the
board
10
for
the
institution’s
general
university
line
item
for
the
next
11
following
fiscal
year
shall
be
reduced
by
the
total
amount
12
paid
by
the
institution’s
athletic
department
to
recruit
teams
13
with
an
appearance
fee
or
revenue
guarantee
exchanged
for
14
travel
to
play
in
a
game
hosted
by
the
institution
and
its
15
athletic
department.
The
board
shall
submit
to
the
fiscal
16
services
division
of
the
legislative
services
agency
and
to
17
the
department
of
management,
by
September
1
of
the
fiscal
18
year
following
an
athletic
department’s
failure
to
comply
with
19
this
subsection,
a
written
report
listing
all
contracts
for
20
appearance
fees
and
revenue
guarantees
and
the
amounts
paid
by
21
the
athletic
department
under
the
contracts.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
state
board
of
regents
to
require
26
the
regents
universities
and
their
athletic
departments
to
27
schedule
intercollegiate
basketball
games
against
each
other
at
28
least
once
annually
during
the
regular
intercollegiate
sports
29
calendar,
with
each
university
arena
hosting
on
an
alternating
30
basis.
31
Failure
to
meet
the
scheduling
requirement
will
result
32
in
a
reduction
in
the
amount
appropriated
to
the
board
and
33
allocated
to
the
institution
under
the
institution’s
general
34
university
line
item
equivalent
to
the
total
amount
paid
by
