EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate

importance,
takes
effect
upon
enactment.

this
explanation
does

constitute
agreement
with

substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
public
school
funding
by
modifying
31
provisions
relating
to
the
regular
program
state
cost
per
pupil
32
and
to
appropriations
to
the
transportation
equity
fund.

Current
Code
section
257.9
provides
that
for
the
budget
34
year
beginning
July
1,
2020,
and
succeeding
budget
years,
the
35

program

cost
per
pupil
for
a
budget
year
is
the
1
regular
program
state
cost
per
pupil
for
the
base
year,
which

includes
the
$5
addition
made
for
the
budget
year
beginning
3
July
1,
2019,
plus
the
regular
program
supplemental
state
aid
4
for
the
budget
year.

Under
the
bill,
for
the
budget
year
beginning
July
1,
2020,
6
the
regular
program
state
cost
per
pupil
is
the
regular
program
7
state
cost
per
pupil
for
the
base
year
plus
the
regular
program
8
supplemental
state
aid
for
the
budget
year,
plus
$10.
Then
9
with
the
budget
year
beginning
July
1,
2021,
and
succeeding
10
budget
years,
the
regular
program
state
cost
per
pupil
will

again
be
calculated
as
the
regular
program
state
cost
per
pupil

for
the
base
year
plus
the
regular
program
supplemental
state

aid
for
the
budget
year.

Code
section
257.16C
establishes
a
transportation
equity
15
program
to
provide
additional
funding
for
school
districts
with
16
a
transportation
cost
per
pupil
that
exceeds
the
statewide
17
adjusted
transportation
cost
per
pupil,
as
determined
by
the
18
department
of
management.
The
amount
of
transportation
equity
19
aid
for
each
school
district
is
an
amount
equal
to
the
school
20
district’s
actual
enrollment
for
the
school
year,
excluding
the
21
shared-time
enrollment
for
the
school
year,
multiplied
by
the
22
school
district’s
transportation
cost
per
pupil
differential
23
for
the
budget
year.
Code
section
257.16C
establishes
a
24
transportation
equity
fund
and
appropriates
all
moneys
in
the
25
fund
to
the
department
of
management
for
purposes
of
making
26
the
transportation
equity
aid
payments.
However,
if
the
27
balance
of
the
fund
exceeds
the
amount
necessary
to
make
all
28
transportation
equity
aid
payments,
moneys
remaining
in
the
29
fund
are
required
to
be
used
for
transportation
base
funding
30
payments
as
calculated
under
Code
section
257.16C(4).

each
fiscal
year
beginning
on
or
after
July
1,
2020,

Code
section
257.16C
appropriates
from
the
general
fund
of
the

state
to
the
transportation
equity
fund
the
sum
of
the
amount

appropriated
for
the

preceding

fiscal

year
beginning

2020.
