S.F. 2126 Section 1. Section 48A.7A, subsection 1, paragraph b, 1 subparagraph (1), subparagraph division (e), Code 2020, is 2 amended to read as follows: 3 (e) A student identification card issued by an Iowa high 4 school or an Iowa postsecondary educational institution. A 5 student identification card issued by an accredited Iowa 6 postsecondary educational institution need not include 7 the person’s photograph or a valid expiration date, and a 8 person presenting a student identification card issued by an 9 accredited Iowa postsecondary educational institution is not 10 subject to address verification pursuant to subparagraph (2) 11 if the student identification card does not include a current 12 address in the precinct. 13 Sec. 2. Section 49.78, subsection 2, paragraph a, Code 2020, 14 is amended by adding the following new subparagraph: 15 NEW SUBPARAGRAPH . (6) A student identification card issued 16 by an accredited Iowa postsecondary educational institution. 17 Sec. 3. Section 49.78, subsection 2, paragraph b, Code 2020, 18 is amended to read as follows: 19 b. Upon being presented with a form of identification under 20 this section , the precinct election official shall examine 21 the identification. The precinct election official shall use 22 the information on the identification card, including the 23 signature, to determine whether the person offering to vote 24 appears to be the person depicted on the identification card. 25 The voter’s signature shall generally be presumed to be valid. 26 If the identification provided does not appear to be the person 27 offering to vote under section 49.77 , the precinct election 28 official shall challenge the person offering to vote in the 29 same manner provided for other challenges by sections 49.79 30 and 49.80 . A person offering to vote who establishes identity 31 by presenting a veteran’s identification card or student 32 identification card that does not contain a signature, is not 33 subject to challenge under this paragraph “b” . 34 EXPLANATION 35 -1- LSB 5328XS (2) 88 ss/jh 1/ 2
S.F. 2126 The inclusion of this explanation does not constitute agreement with 1 the explanation’s substance by the members of the general assembly. 2 This bill relates to the usage of student identification 3 cards issued by accredited Iowa postsecondary educational 4 institutions as voter registration and identification 5 documents. The bill allows a student identification card 6 issued by an accredited Iowa postsecondary educational 7 institution to be used for voter registration even if the card 8 lacks the person’s photograph and a valid expiration date and a 9 person presenting a student identification card issued by an 10 accredited Iowa postsecondary educational institution that does 11 not include a current address in the precinct is not subject to 12 additional address verification requirements. 13 The bill allows a student identification card issued by an 14 accredited Iowa postsecondary educational institution to be 15 used as a voter identification document, including when the 16 card does not contain a signature. 17 -2- LSB 5328XS (2) 88 ss/jh 2/ 2
