1.
Section
8A.432,
subsection
1,
Code
2020,
is

amended
to
read
as
follows:

The
department
shall
establish
and
administer
a
combined

charitable
campaign
program
for
state
employees
pursuant
to
4
the
requirements
set
forth
in
sections
70A.14
and
70A.15
.
5
Administration
of
the
combined
charitable
campaign
program
6
shall
include
allowing
equal
access
to
state
officers
and
7
employees
by
each
charitable
organization
that
desires
to
8
participate
in
the
charitable
campaign
program.
Such
access
9
shall
include
but
is
not
limited
to
distributing
materials,
10
making
presentations,
participating
in
kick-off
and
other
11
charitable
campaign
program
events,
and
allowing
media
coverage
12
of
the
campaign.

Sec.
2.
Section
70A.14,
subsection
1,
Code
2020,
is
amended
14
to
read
as
follows:

1.
“Charitable
organization”
means
an
organization
that
is
16
eligible
to
receive
contributions
which
may
be
deducted
on
the
17
contributor’s
Iowa
individual
tax
return
and
that
has
been
18
designated,
at
the
request
of
one
hundred
or
more
eligible
19
state
officers
and
employees,
or
the
number
of
employees
20
required
by
subsection
3
of
this
section
,
by
a
responsible
21
official
of
the
payroll
system
under
which
the
officers
or
22
employees
are
compensated,
to
receive
contributions
pursuant
to
23
section
70A.15
the
same
as
an
eligible
charitable
organization
24
as
defined
in
section
70A.15A,
subsection
1
.

Sec.
3.
Section
70A.14,
subsection
3,
Code
2020,
is
amended

by
striking
the
subsection.

Sec.
4.
Section
70A.15A,
Code
2020,
is
amended
by
adding
the

following
new
subsection:

NEW
SUBSECTION
.
1A.
An
applicable
public
employer
that
30
authorizes
deductions
from
the
salaries
or
wages
of
its
31
employees
for
payment
to
an
eligible
charitable
organization
32
shall
establish
and
administer
a
combined
charitable
campaign
33
program.
Administration
of
the
combined
charitable
campaign
34
program
shall
include
allowing
equal
access
to
employees
of

charitable

organization
that

the

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance

the
members
of
the
general
assembly.

This
bill
requires
certain
public
employers
that
provide
10
payroll
deductions
from
their
employees’
wages
for
payment
to
11
a
charitable
organization
to
administer
a
combined
charitable
12
campaign
program
that
includes
all
eligible
charitable
13
organizations
that
wish
to
participate.
The
requirements
14
apply
to
a
state
officer
or
employer,
a
board
of
directors
15
of
a
school
district,
a
community
college,
a
county
board
of
16
supervisors,
or
a
governing
body
of
a
city.
17
The
combined
charitable
campaign
program
must
allow
equal
18
access
to
employees
of
the
state
officer
or
other
public
19
employer
by
each
eligible
charitable
organization
that
desires
20
to
participate
in
the
charitable
campaign
program;
such
access
21
shall
include
but
is
not
limited
to
distributing
materials,
22
making
presentations,
participation
in
kick-off
and
other
23
charitable
campaign
program
events,
and
allowing
media
coverage
24
of
the
campaign.
25
The
bill
provides
that
a
“charitable
organization”
for
26
purposes
of
payroll
deductions
by
state
officers
and
employees
27
is
defined
the
same
as
an
“eligible
charitable
organization”
28
for
purposes
of
payroll
deductions
by
employees
of
school
29
districts,
community
colleges,
counties,
and
cities.
“Eligible
30
charitable
organization”
is
defined
as
a
not-for-profit
31
federation
of
health
and
human
services,
social
welfare,
or
32
environmental
agencies
or
associations
that
meets
certain
33
specified
conditions.
