S.F. 2048 Section 1. Section 8B.11, subsection 5, Code 2020, is 1 amended to read as follows: 2 5. The office shall not award a grant pursuant to this 3 section that exceeds fifteen twenty-five percent of the 4 communications service provider’s project cost. 5 Sec. 2. OFFICE OF THE CHIEF INFORMATION OFFICER —— FY 6 2019-2020. There is appropriated from the general fund of the 7 state to the office of the chief information officer for the 8 fiscal year beginning July 1, 2019, and ending June 30, 2020, 9 the following amount, or so much thereof as is necessary, to be 10 used for the purpose designated: 11 For deposit in the connecting Iowa farms, schools, and 12 communities broadband grant fund established under section 13 8B.11 for a broadband grant program, and for salaries, support, 14 maintenance, and miscellaneous purposes: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,500,000 16 From the moneys appropriated in this section, $100,000 is 17 allocated for providing technical assistance to communications 18 service providers to assist them in applying for grants under 19 section 8B.11. 20 Sec. 3. S.F. 2048 Sec. 4. EFFECTIVE DATE. This Act, being deemed of immediate 1 importance, takes effect upon enactment. 2 EXPLANATION 3 The inclusion of this explanation does not constitute agreement with 4 the explanation’s substance by the members of the general assembly. 5 This bill relates to the connecting Iowa farms, schools, and 6 communities broadband grant program. 7 Currently, the office of the chief information officer 8 is prohibited from awarding a grant from the connecting Iowa 9 farms, schools, and communities broadband grant fund that 10 exceeds 15 percent of the communications service provider’s 11 project cost. The bill increases the percentage limit to 25 12 percent of the communications service provider’s project cost. 13 The bill appropriates moneys to the office for FY 2019-2020 14 and FY 2020-2021 for deposit in the connecting Iowa farms, 15 schools, and communities broadband grant fund. Moneys are 16 allocated each fiscal year from the appropriations to be used 17 for providing technical assistance to communications service 18 providers to assist them in applying for grants under the 19 program. 20 The bill takes effect upon enactment. 21 -2- LSB 5561XS (5) 88 ja/tm 2/ 2
