1.
Section
309.19,
Code
2020,
is
amended
to
read
as
1
follows:

309.19
Adjacent
counties
Counties
joining
in
employment.
3
The
boards
of
supervisors
of
two
or
more
adjacent
counties
4
may
enter
into
an
agreement
to
jointly
employ
a
county
5
engineer,
employ
professional
and
clerical
assistants
for
6
the
engineer,
and
to
provide
such
services
as
can
be
carried
7
on
jointly
and
will
operate
to
their
mutual
benefit.
Such
8
agreement
shall
be
written
and
entered
in
their
respective
9
minutes.
The
engineer
employed
under
such
agreement
shall
10
be
the
official
county
engineer
for
each
of
the
respective
11
boards
and
shall
be
employed
for
such
term
of
years
as
shall
12
be
determined
by
the
boards
but
in
no
event
longer
than
the
13
period
of
time
the
mutual
agreement
between
the
boards
is
to
14
be
in
effect.
The
written
agreement
shall
provide
for
the
15
determination
of
the
cost
of
such
joint
program
and
the
manner
16
of
allocation
of
the
cost
to
each
board
for
inclusion
in
the
17
respective
budgets.
The
boards
by
mutual
agreement
shall
18
designate
one
board
to
make
payments
for
salaries
and
other
19
costs
of
the
joint
program.
The
board
shall
be
reimbursed
20
by
the
other
board
or
boards
in
accordance
with
the
joint
21
agreement.
The
provisions
of
chapter
28E
shall
be
applicable
22
to
this
section
.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
25
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
county
engineers
employed
jointly
by
27
multiple
counties.
Under
current
law,
two
or
more
adjacent
28
counties
may
jointly
employ
a
county
engineer
and
the
29
professional
and
clerical
staff
for
the
engineer
pursuant
to
30
an
agreement
under
Code
chapter
28E.
The
bill
removes
the
31
requirement
that
the
counties
be
adjacent.
