1.
NEW
SECTION
.
69.16F
Boards
and
commissions
——
1
periodic
reviews
——
expiration
of
terms.

1.
Beginning
July
1,
2019,
over
each
succeeding
five-year
3
period
of
time,
all
appointive
boards,
commissions,
committees,
4
and
councils
of
the
state
established
by
the
Code
shall
conduct
5
an
ongoing
and
comprehensive
review
of
the
appointive
board,
6
commission,
committee,
or
council,
and
issue
a
written
report
7
to
the
general
assembly.
The
department
of
management
shall
8
establish
a
schedule
and
required
submission
date
for
the
9
report
during
each
five-year
period
for
all
appointive
boards,
10
commissions,
committees,
and
councils
of
the
state
subject
to
11
the
requirements
of
this
subsection.
The
written
report
shall
12
state
the
purposes
and
functions
of
the
board,
commission,
13
committee,
or
council,
including
its
operations,
actions,
and
14
any
policy
initiatives
undertaken
during
the
preceding
five
15
years,
and
in
addition
shall
specifically
address
whether
the
16
board,
commission,
committee,
or
council
continues
to
be
needed
17
to
serve
the
policy
objectives
of
the
state
and
whether
any
18
legislative
changes
are
appropriate.
Upon
receipt
of
each
19
written
report,
the
speaker
of
the
house
and
the
president
of
20
the
senate
shall
refer
such
report
to
the
appropriate
committee
21
of
the
general
assembly.

2.
Notwithstanding
any
provision
of
law
to
the
contrary,
at
23
12:00
midnight
on
July
1,
2025,
and
each
fifth
year
thereafter,
24
all
terms
of
office
for
positions
on
appointive
boards,
25
commissions,
committees,
and
councils
of
the
state
established
26
by
the
Code
which
are
appointed
by
the
governor
and
subject
to
27
confirmation
by
the
senate
shall
expire,
and
no
appointments
28
to
the
position
to
fill
the
vacant
position
shall
be
made,
29
unless
legislation
is
enacted
into
law
no
sooner
than
three
30
years
prior
to
the
next
succeeding
expiration
date
waiving
31
the
requirements
of
this
subsection
for
an
appointive
board,
32
commission,
committee,
or
council
of
the
state
subject
to
the
33
requirements
of
this
subsection.

This
bill
concerns
all
appointive
boards,
commissions,

committees,
and
councils
of
the
state
established
by
the
Iowa
4
Code.

New
Code
section
69.16F
establishes
requirements
for
6
appointive
boards,
commissions,
committees,
and
councils
to
7
conduct
comprehensive
reviews
over
each
five-year
period,
8
beginning
July
1,
2019.
The
bill
requires
each
board,
9
commission,
committee,
or
council
to
conduct
a
review
during
10
each
five-year
period,
on
a
schedule
established
by
the
11
department
of
management,
and
issue
a
report
on
the
review
12
to
the
general
assembly.
The
new
Code
section
also
provides
13
that
terms
of
office
for
all
positions
on
appointive
boards,
14
commissions,
committees,
and
councils
which
are
appointed
by
15
the
governor
and
subject
to
confirmation
by
the
senate
expire
16
every
five
years,
beginning
July
1,
2025,
and
no
appointments
17
to
fill
the
vacancy
can
be
made,
unless
legislation
is
enacted
18
waiving
this
requirement.
The
bill
requires
that
legislation
19
waiving
the
requirement
be
enacted
no
sooner
than
three
years
20
prior
to
the
next
five-year
expiration
date.
