S.F. 194 Section 1. Section 481A.76, Code 2019, is amended to read 1 as follows: 2 481A.76 Unlawful means —— exception. 3 It is unlawful, except as otherwise provided, to use on or 4 in the waters of the state any grabhook, snaghook, any kind of 5 a net, seine, trap, firearm, dynamite, or other explosives, or 6 poisonous or stupefying substances, lime, ashes, electricity, 7 or hand fishing in the taking or attempting to take any fish, 8 except that gaffhooks or landing nets may be used to assist in 9 landing fish. The commission shall allow catfish to be taken 10 by hand fishing and may permit other designated fish to be 11 taken by hand fishing, by snagging, by spearing, by bow and 12 arrow, and with artificial light at the times and at the places 13 as determined by rules of the commission. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill requires the natural resource commission to allow 18 catfish to be taken by hand fishing at the times and places 19 determined by the commission by rule. 20 A violation of the bill’s provisions is punishable with a 21 scheduled fine of $50. 22 -1- LSB 2275XS (2) 88 js/rn 1/ 1
