S.F. 148 Section 1. MEDICAID —— PRIOR AUTHORIZATION UNIFORM 1 PROCESS. The department of human services shall adopt rules 2 pursuant to chapter 17A to require, and shall contractually 3 require, that both managed care and fee-for-service payment 4 and delivery systems utilize a uniform process, including but 5 not limited to uniform forms, information requirements, and 6 time frames, to request prior authorization under the Medicaid 7 program. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill requires the department of human services to adopt 12 administrative rules to require, and to contractually require, 13 that both managed care and fee-for-service payment and delivery 14 systems utilize a uniform process, including but not limited to 15 uniform forms, information requirements, and time frames, to 16 request prior authorization under the Medicaid program. 17 -1- LSB 2026XS (3) 88 pf/rh 1/ 1
