S.F. 146 Section 1. INTERIM STUDY COMMITTEE —— EVALUATION OF 1 COURT DEBT COLLECTION SYSTEM. The legislative council is 2 requested to establish a legislative interim committee during 3 the 2019 interim to study and discuss issues relating to the 4 state’s court debt collection system. The committee shall 5 develop a plan to reform the current system set forth in 6 section 602.8107 to better enable debtors to become free from 7 burdensome court debt. In conducting the study and developing 8 recommendations, the committee shall consider testimony 9 from interested stakeholders, including but not limited to 10 representatives from the judicial branch, the department of 11 corrections, the attorney general’s office, the Iowa county 12 attorneys association, the state public defender’s office, and 13 Iowa legal aid. The committee shall submit its findings and 14 recommendations to the general assembly by December 31, 2019. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill requests the legislative council to establish 19 a legislative interim committee during the 2019 interim to 20 study and discuss issues relating to the state’s court debt 21 collection system.
