S.F. 136 Section 1. Section 476.6, Code 2019, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 12A. Fossil fuel cost disclosure. A 3 rate-regulated public utility shall disclose the portion 4 in each customer billing statement that is used to recover 5 costs for purchasing fossil fuels for energy production. The 6 amount shall be based on the projected costs of purchasing 7 fossil fuels as a share of the public utility’s expected 8 annual Iowa retail rate revenue from retail customers in 9 the state, provided, however, that the public utility shall 10 exclude revenues expected from retail customers that have opted 11 to receive energy generated by the use of renewable energy 12 sources. For purposes of this subsection, “renewable energy 13 sources” means the same as defined in section 476.21. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill requires rate-regulated public utilities to 18 disclose the portion in each customer billing statement used 19 for the recovery of costs for purchasing fossil fuels to 20 produce energy. The amount shall be based on the projected 21 costs of purchasing fossil fuels as a share of the public 22 utility’s expected annual Iowa retail rate revenue, not 23 including revenues from retail customers that have opted to 24 receive energy generated by renewable energy sources, as 25 defined in the bill. 26 -1- LSB 1781XS (1) 88 gh/rn 1/ 1
