S.F. 12 Section 1. SPECIAL PROSECUTOR INTERIM STUDY COMMITTEE. The 1 legislative council shall establish an interim study 2 committee composed of members of the senate and the house of 3 representatives to meet during the 2019 legislative interim. 4 The committee, in consultation with the justice department, 5 Iowa county attorneys association, office of the state public 6 defender, the Iowa state sheriffs’ and deputies’ association, 7 the Iowa peace officers association, and other stakeholders, 8 shall study issues relating to the appointment of a special 9 prosecutor to investigate and prosecute incidents involving the 10 use of deadly force by a peace officer. The committee shall 11 submit its findings and recommendations to the general assembly 12 by January 15, 2020, for consideration by the general assembly 13 during the 2020 legislative session. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill establishes an interim study committee to review 18 and develop recommendations for the appointment of a special 19 prosecutor for incidents involving the use of deadly force by a 20 peace officer. 21 The bill provides that the legislative council shall 22 establish an interim study committee composed of members of 23 the senate and the house of representatives to meet during the 24 2019 legislative interim.
