1.
Section
282.18,
subsection
7,
paragraph
b,
1
subparagraph
(1),
Code
2020,
is
amended
to
read
as
follows:

(1)
(a)
The
board
of
directors
of
the
district
of
residence
3
shall
pay
to
the
receiving
district
the
sum
of
the
state
cost
4
per
pupil
for
the
previous
school
year
plus
either
an
amount
5
equal
to
the
sum
of
the
following:

(i)
Either
the
teacher
leadership
supplement
state
cost
per
7
pupil
for
the
previous
fiscal
year
as
provided
in
section
257.9
8
or
the
teacher
leadership
supplement
foundation
aid
for
the
9
previous
fiscal
year
as
provided
in
section
284.13,
subsection
10
1
,
paragraph
“d”
,
if
both
the
district
of
residence
and
the
11
receiving
district
are
receiving
such
supplements
,
plus
any
.

(ii)
Any
moneys
received
for
the
pupil
as
a
result
of
the
13
non-English
speaking
limited
English
proficient
weighting
under
14
section
280.4,
subsection
3
,
for
the
previous
school
year
15
multiplied
by
the
state
cost
per
pupil
for
the
previous
year.

(iii)
An
amount
equal
to
the
lesser
of
the
receiving
17
district’s
teacher
salary
supplement
district
cost
per
pupil
18
for
the
previous
fiscal
year
or
the
district
of
residence’s
19
teacher
salary
supplement
district
cost
per
pupil
for
the
20
previous
fiscal
year,
unless
the
pupil
participating
in
open
21
enrollment
is
receiving
educational
instruction
and
course
22
content
primarily
over
the
internet
in
accordance
with
section
23
256.7,
subsection
32.

(b)
If
the
pupil
participating
in
open
enrollment
is
also
25
an
eligible
pupil
under
section
261E.6
,
the
receiving
district
26
shall
pay
the
tuition
reimbursement
amount
to
an
eligible
27
postsecondary
institution
as
provided
in
section
261E.7
.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
school
budget
29
years
beginning
on
or
after
July
1,
2020.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Current
Code
section
282.18(7)
provides
that
a
pupil
34
participating
in
open
enrollment
shall
be
counted,
for
state

foundation
aid
purposes,
in
the
pupil’s
district
of
1
residence.
The
school
district
of
residence
is
then
required
2
to
pay
to
the
receiving
district
the
sum
of
the
state
cost
per

pupil
for
the
previous
school
year
plus
either
the
teacher
4
leadership
supplement
state
cost
per
pupil
for
the
previous
5
fiscal
year
or
the
teacher
leadership
supplement
foundation
aid
6
for
the
previous
fiscal
year
if
both
the
district
of
residence
7
and
the
receiving
district
are
receiving
such
supplements,
8
plus
any
moneys
received
for
the
pupil
as
a
result
of
the
9
non-English
speaking
weighting
and
any
eligible
postsecondary
10
tuition
reimbursement
amounts
under
Code
section
261E.7,
if
11
applicable.

This
bill
adds
to
the
total
amount
required
to
be
paid
by
13
the
district
of
residence
to
the
receiving
district
an
amount
14
equal
to
the
lesser
of
the
receiving
district’s
teacher
salary
15
supplement
district
cost
per
pupil
for
the
previous
fiscal
16
year
or
the
district
of
residence’s
teacher
salary
supplement
17
district
cost
per
pupil
for
the
previous
fiscal
year.
However,
18
such
teacher
salary
supplement
amount
is
not
included
in
the
19
amount
paid
by
the
district
of
residence
to
the
receiving
20
district
if
the
pupil
participating
in
open
enrollment
is
21
receiving
educational
instruction
and
course
content
primarily
22
over
the
internet
in
accordance
with
Code
section
256.7(32).

The
bill
applies
to
school
budget
years
beginning
on
or
after
24
July
1,
2020.
