S.F. _____ H.F. _____ Section 1. Section 261E.3, subsection 1, paragraph e, Code 1 2020, is amended by striking the paragraph. 2 Sec. 2. Section 261E.8, subsection 7, Code 2020, is amended 3 to read as follows: 4 7. A student enrolled in a career and technical course 5 made available pursuant to subsection 1 is exempt from the 6 proficiency requirements of section 261E.3, subsection 7 1 , paragraph “e” . However, a A community college may 8 require a student who applies for enrollment under a 9 district-to-community college sharing or concurrent enrollment 10 program to complete an initial assessment administered by the 11 community college receiving the application to determine the 12 applicant’s readiness to enroll in career and technical the 13 coursework, and the community college may deny the enrollment. 14 Sec. 3. EFFECTIVE DATE. This Act, being deemed of immediate 15 importance, takes effect upon enactment. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill eliminates an eligibility requirement under 20 the senior year plus program that requires students to 21 have demonstrated proficiency in reading, mathematics, and 22 science prior to participating in the program, and modifies 23 authorization for a community college’s assessment of student 24 readiness under the district-to-community college sharing or 25 concurrent enrollment program. The bill includes a conforming 26 change. 27 Currently, a community college may require a student who 28 applies for enrollment under a district-to-community college 29 sharing or concurrent enrollment program to complete an 30 initial assessment to determine the applicant’s readiness to 31 enroll in career and technical coursework, and the community 32 college may deny the enrollment.
