1.
Section
70A.28,
Code
2020,
is
amended
by
adding
1
the
following
new
subsection:

section

abridge

existing
at
common
law
or
by
statute,

but
shall
be
in
addition
to
such
remedies.

Sec.
2.
Section
70A.29,
Code
2020,
is
amended
by
adding
the

following
new
subsection:

remedies
existing
at
common
law
or
by
statute,

but
shall
be
in
addition
to
such
remedies.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
rights
and
remedies
afforded
to
an
14
employee
of
the
state
or
a
political
subdivision
of
the
state
15
relative
to
disclosures
of
certain
information.
16
Code
sections
70A.28
and
70A.29,
prohibiting
adverse
17
employment
action
for
certain
disclosures
of
information
by
an
18
employee
of
the
state
or
a
political
subdivision
of
the
state,
19
are
amended
to
provide
that
nothing
in
those
Code
sections
20
shall
abridge,
but
shall
be
in
addition
to,
any
rights
or
21
remedies
existing
at
common
law
or
by
statute.
