1.
Section
262.9,
Code
2020,
is
amended
by
adding
1
the
following
new
subsection:
2
NEW
SUBSECTION
.
39.
a.
Conduct
a
study
regarding
emergency
3
preparedness
and
response
at
outdoor
stadiums
controlled
by
4
the
board.
The
goal
of
the
study
shall
be
to
formulate
an
5
emergency
preparedness
and
response
plan
for
all
such
stadiums
6
in
order
to
minimize
any
liability
of
a
regents
institution
or
7
the
state
of
Iowa
in
the
event
of
a
weather-related
or
other
8
emergency
occurring
at
such
a
stadium.
The
study
shall
include
9
but
not
be
limited
to
consideration
of
appropriate
signage
10
directing
the
public
to
shelter
in
the
event
of
an
emergency;
11
adequacy
of
the
number
of
exits
at
each
stadium;
availability
12
of
sufficient,
safe
shelter
in
the
event
of
an
emergency;
and
13
appropriate
training
of
stadium
personnel.

b.
Develop
and
implement
an
emergency
preparedness
and
15
response
plan
for
each
outdoor
stadium
controlled
by
the
board
16
no
later
than
September
1,
2020,
based
on
the
findings
of
the
17
study.
The
board
shall
update
such
plans
on
an
ongoing
basis
18
as
necessary.

c.
Submit
the
board’s
findings
and
recommendations,
20
including
any
proposed
legislation,
from
the
study
in
a
report
21
to
the
general
assembly
and
the
governor
by
January
1,
2021.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
23
importance,
takes
effect
upon
enactment.

EXPLANATION
25
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
26
the
explanation’s
substance
by
the
members
of
the
general
assembly.
27
This
bill
requires
the
board
of
regents
to
conduct
a
study
28
regarding
emergency
preparedness
and
response
at
outdoor
29
stadiums
controlled
by
the
board.
The
goal
of
the
study
shall
30
be
to
formulate
an
emergency
preparedness
and
response
plan
31
for

such
stadiums
in
order
to
