H.F. _____ Section 1. Section 249N.7, Code 2020, is amended to read as 1 follows: 2 249N.7 Member financial participation —— reenrollment 3 administrative fee for Iowa health and wellness plan and dental 4 wellness plan . 5 1. Membership in the Iowa health and wellness plan shall 6 require payment of monthly contributions for members whose 7 household income is at or above fifty percent of the federal 8 poverty level. Members shall be subject to copayment amounts 9 applicable only to nonemergency use of a hospital emergency 10 department. Total member cost-sharing, annually, shall align 11 with the cost-sharing limitations requirements for the American 12 health benefits exchanges under the Affordable Care Act. 13 Contributions and copayment amounts shall be established by 14 rule of the department. 15 2. Contributions shall be waived for a member during 16 the initial year of membership. If a member completes all 17 required preventive care services and wellness activities as 18 specified by rule of the department during the initial year of 19 membership, contributions shall be waived during the subsequent 20 year of membership and each year thereafter until such time as 21 the member fails to complete required preventive care services 22 and wellness activities specified during the prior annual 23 membership period. 24 3. Membership in the Iowa health and wellness plan and the 25 dental wellness plan shall require that a member who does not 26 complete required healthy behaviors and is not otherwise exempt 27 from payment of a monthly contribution, and whose eligibility 28 is terminated due to nonpayment of monthly contributions, in 29 addition to any other requirements for reenrollment, shall be 30 subject to payment of an administrative fee as established 31 by rule of the department upon the member’s application for 32 reenrollment in either plan. 33 Sec. 2. IOWA HEALTH AND WELLNESS PLAN —— DENTAL WELLNESS 34 PLAN —— TERMINATION —— REENROLLMENT FEE. Subject to any 35 -1- LSB 5801YC (4) 88 pf/rh 1/ 2
H.F. _____ necessary federal approval, the department of human services 1 shall adopt rules pursuant to chapter 17A to require that an 2 Iowa health and wellness plan member or a dental wellness 3 plan member who does not complete required healthy behaviors 4 and is not otherwise exempt from payment of a monthly 5 contribution, and whose eligibility is terminated due to 6 nonpayment of monthly contributions, in addition to any other 7 requirements for reenrollment, shall be subject to payment of 8 an administrative fee as established by rule of the department 9 upon the member’s application for reenrollment in either plan. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill provides that membership in the Iowa health 14 and wellness plan or the dental wellness plan shall require 15 that an Iowa health and wellness plan member or a dental 16 wellness plan member who does not complete required healthy 17 behaviors and is not otherwise exempt from payment of a monthly 18 contribution, and whose eligibility is terminated due to 19 nonpayment of monthly contributions, in addition to any other 20 requirements for reenrollment, shall be subject to payment of 21 an administrative fee as established by rule of the department 22 upon the member’s application for reenrollment in either plan. 23 The bill directs the department of human services to adopt 24 administrative rules in accordance with the bill, subject to 25 federal approval. 26 -2- LSB 5801YC (4) 88 pf/rh 2/ 2
