1.
Section
8.22,
subsection
1,
paragraph
b,
1
subparagraph
(1),
subparagraph
division
(e),
Code
2019,
is

amended
to
read
as
follows:

(e)
A
statement
of
federal
funds
received
in
the
form
of
4
block
or
categorical
grants
which
were
not
included
in
the
5
governor’s
budget
for
the
previous
fiscal
year
and
a
statement
6
of
anticipated
block
grants
and
categorical
grants.
The
budget
7
shall
indicate
how
the
federal
funds
will
be
used
and
the
8
programs
to
which
they
will
be
allocated.
The
amount
of
state
9
funds
required
to
implement
the
programs
to
which
the
federal
10
funds
will
apply
shall
also
be
indicated.
The
departments
11
shall
provide
information
to
the
director
on
the
anticipated
12
federal
block
grants
and
categorical
grants
to
be
received
on
13
or
before
November
1
of
each
year.
The
director
shall
use
14
this
information
and
the
federal
funding
inventories
submitted
15
pursuant
to
section
8.23,
subsection
3,
to
develop
an
annual
16
update
of
the
statement
of
federal
funds
received
which
shall
17
be
provided
to
the
general
assembly.

Sec.
2.
Section
8.23,
Code
2019,
is
amended
by
adding
the
19
following
new
subsection:

NEW
SUBSECTION
.
3.
a.
In
addition
to
the
reporting
21
requirements
set
forth
under
section
8.44,
on
or
before
22
November
15,
all
departments
and
establishments
of
the
23
government
and
the
judicial
branch
shall
transmit
to
the
24
department
of
management
and
the
legislative
services
agency
a
25
federal
funding
inventory
for
the
previous
fiscal
year.
The
26
format
of
the
transmittal
shall
be
specified
by
the
legislative
27
services
agency.
A
federal
funding
inventory
shall
include
all
28
of
the
following:
29
(1)
The
aggregate
amount
of
federal
moneys
received
by
the
30
agency
in
the
previous
fiscal
year.
31
(2)
The
percentage
of
the
total
moneys
received
by
32
the
agency
in
the
previous
fiscal
year,
including
moneys
33
appropriated
to
the
agency
by
the
general
assembly
and
moneys
34
from
federal
or
other
nonstate
grants,
receipts,
and
funds,

attributable
to
federal
moneys
received
by
the
agency.

(3)
A
copy
of
any
agreement
or
contract,
including
a
2
memorandum
of
understanding
or
maintenance
of
effort
agreement,

between
the
agency
and
a
federal
agency
or
entity
to
receive
4
federal
moneys
for
the
previous
fiscal
year.

(4)
A
summary
detailing
the
obligations
imposed
on
the
6
agency
as
a
condition
to
receiving
federal
moneys
for
the
7
previous
fiscal
year,
including
any
required
match
using
state
8
moneys,
any
required
number
of
full-time
equivalent
positions,
9
and
any
other
required
resources
or
obligations
incurred
by
the
10
agency,
accompanied
by
a
citation
to
the
applicable
federal
11
law,
regulation,
or
grant
provision,
if
any.

(5)
A
detailed
description
of
the
actions
or
results
pledged
13
or
guaranteed
by
the
agency
to
receive
federal
moneys
for
the
14
previous
fiscal
year.
15
(6)
One
or
more
objectives,
as
set
forth
in
state
law,
the
16
agency
met
or
intended
to
meet
by
receiving
the
federal
moneys,
17
accompanied
by
a
citation
to
the
applicable
provision.
18
(7)
A
detailed
list
of
federal
moneys
received
by
the
19
agency
in
the
previous
fiscal
year
that
have
a
potential
20
or
foreseeable
date
on
which
such
moneys
will
no
longer
be
21
available
from
the
federal
government,
accompanied
by
the
22
estimated
date
and
a
schedule
of
federal
moneys
expected
to
be
23
received
by
the
agency
until
that
date.

For
purposes
of
this
subsection,
“federal
moneys”
25
means
any
financial
assistance
received
from
the
United
26
States
government
or
any
agency
or
entity
thereof,
whether
27
by
contract,
block
grant,
categorical
grant,
grant
subsidy,
28
augmentation,
reimbursement,
or
any
other
form.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
31
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires,
on
or
before
November
15,
all
executive
33
branch
agencies
and
the
judicial
branch
to
transmit
to
the
34
department
of
management
and
the
legislative
services
agency
a

the

fiscal
year.
The

format
of
the
transmittal
is
to
be
specified
by
the
legislative

services
agency,
and

federal

inventory

bill.

inventories
are
to
be
used
by
the

director
of
the
department
of
management
in
developing
the
6
director’s
annual
update
of
the
statement
of
federal
funds
7
received
that
is
provided
to
the
general
assembly.
