Resolution
recognizing
the
importance
of

multilateral
trade
agreements
to
Iowa’s
economy
and

urging
Congress
to
enact
legislation
to
implement

a
multilateral
trade
agreement
between
the
United

States,
Canada,
and
Mexico.
5
WHEREAS,
Iowa
is
a
world
leader
in
agricultural
6
production
and
industrial
manufacturing,
and
depends
on
7
international
trade
to
market
its
products;
and
8
WHEREAS,
Iowa
prospers
from
multilateral
trade
with
9
Canada
and
Mexico,
its
two
largest
international
export
10
markets,
which
purchase
nearly
half
of
the
value
of
11
Iowa’s
total
exports;
and
12
WHEREAS,
a
multilateral
trade
agreement
between
13
the
United
States,
Canada,
and
Mexico
will
support
14
high-paying
jobs
for
Iowans
and
build
the
entire
North
15
American
economy;
and
16
WHEREAS,
a
multilateral
trade
agreement
between
17
the
United
States,
Canada,
and
Mexico
should
provide
18
safeguards
for
United
States
products
to
create
a
more
19
level
playing
field
for
America’s
workers,
modernize
20
agriculture
trade
in
North
America
to
benefit
America’s
21
farmers,
and
establish
new
protections
with
respect
to
22
United
States
intellectual
property,
digital
trade,
23
anticorruption,
and
good
regulatory
practices;
and
24
WHEREAS,
multilateral
trade
agreements
negotiated
25
with
bipartisan
efforts
enjoy
overwhelming
support
26
from
the
United
States
business
community
and
farm

groups;
and
1
WHEREAS,
a
multilateral
trade
agreement
between
the
2
United
States,
Canada,
and
Mexico
will
reinforce
the
3
close
relationship
we
uphold
with
our
neighbors
to
the
4
north
and
south;
and
5
WHEREAS,
a
multilateral
trade
agreement
between
the
6
United
States,
Canada,
and
Mexico
must
be
ratified
7
by
all
three
governments
before
it
can
come
into
8
effect,
including
a
congressional
vote
on
legislation
9
to
implement
the
multilateral
trade
agreement;
NOW
10
THEREFORE,
11
BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
12
THE
SENATE
CONCURRING,
That
the
Iowa
General
Assembly
13
recognizes
that
a
multilateral
trade
agreement
between
14
the
United
States,
Canada,
and
Mexico
will
strengthen
15
Iowa’s
economy
and
benefit
Iowa’s
farmers
and
workers,
16
and
urges
Congress
to
enact
legislation
to
implement
17
such
a
multilateral
trade
agreement;
and
18
BE
IT
FURTHER
RESOLVED,
That
a
copy
of
this
19
Concurrent
Resolution
be
distributed
to
the
President
20
of
the
United
States
Senate,
the
Speaker
of
the
United
21
States
House
of
Representatives,
and
each
member
of
22
Iowa’s
congressional
delegation.
