POSTSECONDARY SUMMER CLASSES FOR HIGH SCHOOL STUDENTS 27 PROGRAM 28 For support costs associated with the creation of a program 29 to provide additional funds for resident high school pupils 30 enrolled in grades 9-12 to attend a community college for 31 college-level classes or attend a class taught by a community 32 college-employed instructor during the summer and outside of 33 the regular school year through a contractual agreement between 34 a community college and a school district under the future 35 -3- LSB 2261YC (3) 88 ns/tm 3/ 4

H.F. _____ ready Iowa initiative: 1 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 600,000 2 Notwithstanding section 8.33, moneys received by the 3 department pursuant to this subsection that remain unencumbered 4 or unobligated at the close of the fiscal year shall not revert 5 but shall remain available for expenditure for the purposes 6 specified in this subsection for the following fiscal year. 7 Sec. 6. EFFECTIVE DATE. The following, being deemed of 8 immediate importance, take effect upon enactment: 9 The section of this Act amending 2017 Iowa Acts, chapter 10 172, section 50, subsection 12C, as enacted by 2018 Iowa Acts, 11 chapter 1163, section 4. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill appropriates moneys from the general fund of the 16 state for FY 2019-2020 to the economic development authority 17 for allocation to the Iowa commission on volunteer service 18 to establish a volunteer mentor program; to the department 19 of workforce development for a summer youth intern pilot 20 program, a future ready Iowa coordinator, and the Iowa employer 21 innovation fund; to the college student aid commission for the 22 future ready Iowa skilled workforce last-dollar scholarship 23 fund, the future ready Iowa skilled workforce grant fund, and 24 the administration of the programs; and to the department of 25 education for a statewide clearinghouse to expand work-based 26 learning and a program for postsecondary summer classes for 27 high school students. 28 The bill also provides that a 2018 appropriation made to the 29 department of education for a program for postsecondary summer 30 classes for high school students shall not revert but shall 31 remain available for expenditure for the following fiscal year. 32 This provision of the bill takes effect upon enactment. 33 -4- LSB 2261YC (3) 88 ns/tm 4/ 4
