Section
257.8,
subsection
2,
Code
2019,
is

amended
to
read
as
follows:

Categorical
state
percent
of
growth.
The
categorical

state
percent
of
growth
for
the
budget
year
beginning
July

1,
2016,
is
two
and
twenty-five
hundredths
percent.
The

categorical
state
percent
of
growth
for
the
budget
year

beginning
July
1,
2017,
is
one
and
eleven
hundredths
percent.

The
categorical
state
percent
of
growth
for
the
budget
year
8
beginning
July
1,
2018,
is
one
percent.
The
categorical
state

percent
of
growth
for
each
budget
year
shall
be
established

by
statute
which
shall
be
enacted
within
thirty
days
of
the

transmission
of
the
governor’s
budget
required
by
February

under
section
8.21
during
the
regular
legislative
session

beginning
in
the
base
year.
The
categorical
state
percent
of

growth
may
include
state
percents
of
growth
for
the
teacher

salary
supplement,
the
professional
development
supplement,

the
early
intervention
supplement,
and
the
teacher
leadership

supplement
,
and
transportation
equity
aid
payments
under
18
section
257.16C
.

Sec.
2.
Section
257.16C,
subsection
3,
Code
2019,
is
amended

by
adding
the
following
new
paragraph:

(1)
For
the
fiscal
year
beginning
22
July
1,
2019,
there
is
appropriated
from
the
general
fund
23
of
the
state
to
the
department
of
management
for
deposit
in
24
the
transportation
equity
fund
the
sum
of
eleven
million
two
25
hundred
thousand
dollars,
or
so
much
thereof
as
is
necessary,
26
to
be
used
for
the
purposes
of
this
section.

(2)
For
each
fiscal
year
beginning
on
or
after
July
1,
2020,
28
there
is
appropriated
from
the
general
fund
of
the
state
to
29
the
department
of
management
for
deposit
in
the
transportation
30
equity
fund
the
sum
of
the
following,
or
so
much
thereof
as
is
31
necessary,
to
be
used
for
the
purposes
of
this
section:

amount
appropriated

equity

Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
6
importance,
takes
effect
upon
enactment.

EXPLANATION
8
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
9
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
257.16C
establishes
a
transportation
equity
11
program
and
a
transportation
equity
fund
to
provide
additional
12
funding
for
school
districts
with
a
transportation
cost
per
13
pupil
that
exceeds
the
statewide
adjusted
transportation
cost
14
per
pupil.
If
the
balance
of
the
fund
exceeds
the
amount
15
necessary
to
make
all
transportation
equity
aid
payments,
16
moneys
remaining
in
the
fund
are
required
to
be
used
for
17
transportation
base
funding
payments.
18
For
the
fiscal
year
beginning
July
1,
2019,
this
bill
19
appropriates
$11.2
million
from
the
general
fund
of
the
20
state
for
deposit
in
the
transportation
equity
fund.
For
21
each
fiscal
year
beginning
on
or
after
July
1,
2020,
the
22
bill
appropriates
from
the
general
fund
of
the
state
to
the
23
transportation
equity
fund
the
sum
of
the
amount
appropriated
24
for
the
immediately
preceding
fiscal
year
plus
the
product
of
25
the
amount
appropriated
for
the
immediately
preceding
fiscal
26
year
multiplied
by
the
categorical
percent
of
growth
for
the
27
corresponding
school
budget
year.
28
The
bill
takes
effect
upon
enactment.
