Resolution
urging
Iowa’s
congressional
delegation
to

prevent
the
military
use
of
armed
unmanned
aerial

vehicles
in
any
armed
conflicts
throughout
the
world

without
a
formal
declaration
of
war
by
the
United

States
Congress.

WHEREAS,
Article
I,
Section
8
of
the
United
States
6
Constitution
expressly
grants
the
United
States
7
Congress
with
the
power
to
declare
war;
and
8
WHEREAS,
armed
unmanned
aerial
vehicles,
also
9
referred
to
as
military
drones,
are
increasingly
being
10
used
as
weapons
of
war
in
military
actions
throughout
11
the
world;
and
12
WHEREAS,
United
Nations
human
rights
experts
have
13
raised
concern
about
the
potential
illegal
use
of
armed
14
drones;
and
15
WHEREAS,
the
United
Nations
special
rapporteur
on
16
counter-terrorism
investigated
the
use
of
drones
in
17
lethal
extraterritorial
counter-terrorism
operations
to
18
evaluate
allegations
that
the
increasing
use
of
drones
19
has
caused
disproportionate
civilian
casualties;
and
20
WHEREAS,
the
United
Nations
special
rapporteur
on
21
extrajudicial
killings
has
stated
that
“If
the
right
22
to
life
is
to
be
secured
in
the
use
of
drones,
it
is
23
imperative
that
the
limitations
posed
by
international
24
law
on
the
use
of
lethal
force,
as
for
any
other
lethal
25
weapon,
are
strictly
adhered
to
and
not
weakened
by
26
broad
justifications
of
drone
strikes”;
and
27
WHEREAS,
the
use
of
military
force,
and
specifically

use
of

vehicles,
by
the

United
States
should
be
done
sparingly,
and
requiring
2
Congress
to
declare
war
as
provided
by
the
United

States
Constitution
helps
ensure
that
the
use
of
armed
4
unmanned
aerial
vehicles
by
the
military
is
limited
and
5
comports
with
international
law;
and
6
WHEREAS,
the
people
of
Iowa,
striving
to
live
up
to
7
the
commandments
of
Christ,
recognize
the
importance
of
8
doing
unto
others
as
they
would
have
done
onto
them,
9
and
understanding
“As
you
sow
so
shall
you
reap”;
NOW
10
THEREFORE,
11
BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,

That
the
Iowa
House
of
Representatives
urges
Iowa’s
13
congressional
delegation
to
prevent
the
military
use
of
14
armed
unmanned
aerial
vehicles
in
any
armed
conflicts
15
throughout
the
world
without
a
formal
declaration
of
16
war
by
the
United
States
Congress.
