recognizing
the

fifth
anniversary

his
birth

Monday,

2019.

WHEREAS,
Dr.
Norman
Borlaug
was
born
on
March
5
25,
1914,
on
a
farm
in
Howard
County,
Iowa,
attended
6
kindergarten
through
8th
grade
in
a
one-room
school
7
house,
graduated
from
high
school
in
Cresco,
Iowa,
8
and
worked
his
way
through
college
during
the
Great
9
Depression,
eventually
earning
a
doctorate
degree
in
10
plant
pathology;
and
11
WHEREAS,
Dr.
Borlaug’s
breakthrough
achievements
12
in
plant
breeding
resulted
in
dramatically
increasing
13
wheat
yields
and
saving
as
many
as
one
billion
14
lives;
and
15
WHEREAS,
in
1970,
Dr.
Borlaug
received
the
Nobel
16
Peace
Prize,
in
1977
received
the
Presidential
Medal
of
17
Freedom,
and
in
2007
received
the
Congressional
Gold
18
Medal;
and
19
WHEREAS,
Dr.
Borlaug’s
vision
of
creating
a
World
20
Food
Prize
honoring
outstanding
individuals
who
have
21
made
vital
contributions
to
improving
the
quality,
22
quantity,
or
availability
of
food
throughout
the
world
23
was
realized
in
1986;
and
24
WHEREAS,
since
then,
World
Food
Prize
Laureates
have
25
been
recognized
from
countries
from
around
the
world,
26
including
Bangladesh,
Belgium,
Brazil,
Cape
Verde,
27
China,
Cuba,
Denmark,
Ethiopia,
Ghana,
India,
Israel,

and

WHEREAS,
on
May
10,
2002,
the
Iowa
General
Assembly

enacted
Senate
File
2057,
permanently
recognizing

October
16
of
each
year
as
Dr.
Norman
E.
Borlaug
World

Food
Prize
Day;
and
6
WHEREAS,
each
state
is
granted
two
statues
of
7
notable
citizens
to
be
displayed
in
the
United
States
8
Capitol’s
Statuary
Hall;
and
9
WHEREAS,
on
March
23,
2011,
the
Iowa
General
10
Assembly
enacted
House
Joint
Resolution
16
authorizing
11
the
commission
of
a
statue
honoring
Dr.
Borlaug;
and
12
WHEREAS,
the
bronze
statue
of
Dr.
Borlaug
was
13
unveiled
in
the
U.S.
Capitol
on
March
25,
2014;
NOW
14
THEREFORE,

BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
That
16
the
House
of
Representatives
celebrates
the
life’s
work
17
and
memory
of
Dr.
Norman
Borlaug,
and
recognizes
his
18
permanent
legacy
to
humanity;
and
19
BE
IT
FURTHER
RESOLVED,
That
a
copy
of
this
20
resolution
be
delivered
to
the
Honorable
Ambassador
21
Kenneth
M.
Quinn,
President
of
the
World
Food
Prize
22
Foundation.
