H.F. 98 Section 1. NEW SECTION . 256.95 Iowa center for suicide 1 prevention. 2 1. For purposes of this section, unless the context 3 otherwise requires: 4 a. Adverse childhood experience” means the same as defined 5 in section 279.70. 6 b. “Postvention” means the same as defined in section 7 279.70. 8 2. The Iowa center for suicide prevention is established in 9 the department to provide, in a coordinated and comprehensive 10 way, ongoing support to Iowa’s schools relating to suicide 11 prevention and postvention and the identification of adverse 12 childhood experiences and strategies to mitigate toxic 13 stress response, in the form of information, resources, 14 and evidence-based training content. It shall be the goal 15 of the center that every student, regardless of where they 16 reside in the state, have access to the same high-quality 17 suicide prevention, intervention, and support resources. The 18 department may employ personnel necessary to carry out the 19 duties of the center. 20 3. The center shall have the initial responsibility 21 of supporting schools with programs and development of 22 trauma-informed learning programs for suicide prevention 23 and postvention and the identification of adverse childhood 24 experiences and strategies to mitigate toxic stress response, 25 including but not limited to the following: 26 a. Through collaboration with suicide prevention 27 coordinators and initiatives across state departments, the 28 center shall lead a public-private coalition of state and 29 local agencies, community groups, organizations including area 30 education agencies, and individuals with the goal of supporting 31 statewide suicide prevention, awareness, and intervention, and 32 providing necessary resources for such efforts. 33 b. The center shall adapt existing evidence-based training 34 on suicide prevention and postvention and the identification 35 -1- LSB 1667YH (3) 88 je/jh 1/ 4
H.F. 98 of adverse childhood experiences and strategies to mitigate 1 toxic stress response for school personnel, which training 2 accounts for best practices and up-to-date research in these 3 fields, to be provided pursuant to section 279.70. The center 4 shall provide guidance and support to schools providing such 5 training. 6 c. The center shall develop evidence-based model protocols 7 to assist schools in suicide prevention and postvention and the 8 identification of adverse childhood experiences and strategies 9 to mitigate toxic stress response, to be adopted pursuant to 10 section 256.7, subsection 33. 11 d. The center shall develop recommendations for 12 social-emotional learning programs and supports for schools. 13 e. The center shall encourage content developed by the 14 center to be included in preservice teacher training. 15 4. The long-term responsibilities of the center shall 16 include the following: 17 a. Coordinating a comprehensive community effort of suicide 18 prevention to identify and develop supports for students at 19 risk of suicide. 20 b. Adapting, reviewing, and improving evidence-based 21 training on suicide prevention and postvention and the 22 identification of adverse childhood experiences and strategies 23 to mitigate toxic stress response on an ongoing basis. 24 c. Identifying unmet needs in school and community 25 social-emotional learning supports. 26 d. Supporting efforts by schools to provide students with 27 resources relating to suicide prevention and postvention 28 and the identification of adverse childhood experiences and 29 strategies to mitigate toxic stress response. 30 e. Through community involvement, identifying resources 31 outside of a school setting for students identified as at risk 32 for suicide. 33 Sec. 2. APPROPRIATION. There is appropriated from the 34 general fund of the state to the department of education for 35 -2- LSB 1667YH (3) 88 je/jh 2/ 4
H.F. 98 the fiscal year beginning July 1, 2019, and ending June 30, 1 2020, the following amount, or so much thereof as is necessary, 2 to be used for the purposes designated: 3 For the establishment and administration of the Iowa 4 center for suicide prevention, including salaries, support, 5 maintenance, and miscellaneous purposes: 6 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 500,000 7 EXPLANATION 8 The inclusion of this explanation does not constitute agreement with 9 the explanation’s substance by the members of the general assembly. 10 This bill establishes the Iowa center for suicide prevention 11 in the department of education to provide, in a coordinated and 12 comprehensive way, ongoing support to Iowa’s schools relating 13 to suicide prevention and postvention and the identification 14 of adverse childhood experiences and strategies to mitigate 15 toxic stress response, in the form of information, resources, 16 and evidence-based training content. The goal of the center 17 is that every student, regardless of where they reside in the 18 state, have access to the same high-quality suicide prevention, 19 intervention, and support resources. The department may employ 20 personnel necessary to carry out the duties of the center. 21 The bill provides that the center has the initial 22 responsibility of supporting schools with implementation of 23 suicide prevention programs and development of trauma-informed 24 learning environments, including adaptation of existing 25 evidence-based training on suicide prevention and postvention 26 and the identification of adverse childhood experiences 27 and strategies to mitigate toxic stress response for school 28 personnel and development of evidence-based model protocols 29 to assist schools in suicide prevention and postvention 30 and the identification of adverse childhood experiences and 31 strategies to mitigate toxic stress response. The bill also 32 provides long-term responsibilities of the center, including 33 adapting, reviewing, and improving evidence-based training on 34 suicide prevention and postvention and the identification of 35 -3- LSB 1667YH (3) 88 je/jh 3/ 4
H.F. 98 adverse childhood experiences and strategies to mitigate toxic 1 stress response on an ongoing basis and supporting efforts by 2 schools to provide students with resources relating to suicide 3 prevention and postvention and the identification of adverse 4 childhood experiences and strategies to mitigate toxic stress 5 response. 6 The bill appropriates $500,000 from the general fund of 7 the state to the department for fiscal year 2019-2020 for the 8 establishment and administration of the center. 9 The bill defines “adverse childhood experience” as a 10 potentially traumatic event occurring in childhood that can 11 have negative, lasting effects on an individual’s health and 12 well-being. The bill defines “postvention” as the provision of 13 crisis intervention, support, and assistance for those affected 14 by a suicide or suicide attempt to prevent further risk of 15 suicide. 16 -4- LSB 1667YH (3) 88 je/jh 4/ 4
