H.F. 622 Section 1. NEW SECTION . 904.502A Rehabilitation plan and 1 postincarceration plan. 2 1. The superintendent of an institution shall, within six 3 months after the commitment or entrance of an inmate to an 4 institution under the jurisdiction of the department, develop 5 an individualized written plan and timeline for each inmate 6 directed toward the rehabilitation of the inmate and preparing 7 the inmate to live outside of the institution. The plan shall 8 include but is not limited to an assessment of the inmate’s 9 needs in the following areas: 10 a. Academic educational needs. 11 b. Career and job training needs. 12 c. Substance use disorder treatment needs. 13 d. Mental health or mental illness treatment needs, 14 including cognitive behavioral therapy designed to help the 15 inmate change the patterns of behavior that led to the inmate’s 16 criminal activity. 17 2. Within six months of an inmate’s potential release from 18 an institution, the superintendent shall assist each inmate 19 in preparing a postincarceration plan to include but not be 20 limited to all of the following: 21 a. Workforce training including employment preparation 22 skills such as job readiness and job search techniques. 23 b. Empathy and victim impact training. 24 c. A plan for securing housing and work upon the inmate’s 25 release. 26 d. Arranging substance use disorder treatment and mental 27 health services upon the inmate’s release. 28 EXPLANATION 29 The inclusion of this explanation does not constitute agreement with 30 the explanation’s substance by the members of the general assembly. 31 This bill requires the superintendent of each institution 32 under the jurisdiction of the department of corrections to 33 prepare a rehabilitation plan and a postincarceration plan for 34 each inmate committed to the custody of the Iowa department of 35 -1- LSB 2502HH (2) 88 as/rh 1/ 2
H.F. 622 corrections. 1 The bill provides that the superintendent of each Iowa 2 department of corrections institution shall, within six 3 months after the commitment or entrance of an inmate to 4 an institution, develop an individualized written plan and 5 timeline for each inmate directed toward the rehabilitation 6 of the inmate and preparing the inmate to live outside of the 7 institution.
