H.F. 613 Section 1. Section 256C.3, subsection 3, paragraph f, Code 1 2019, is amended to read as follows: 2 f. A minimum of ten thirty hours per week of instruction 3 delivered on the skills and knowledge included in the student 4 learning standards developed for the preschool program. 5 Sec. 2. Section 256C.5, subsection 1, paragraph c, Code 6 2019, is amended to read as follows: 7 c. “Preschool budget enrollment” means the figure that is 8 equal to fifty percent of the actual enrollment of eligible 9 students in the preschool programming provided by a school 10 district approved to participate in the preschool program on 11 October 1 of the base year, or the first Monday in October if 12 October 1 falls on a Saturday or Sunday. 13 Sec. 3. EMERGENCY RULES. The department of education and 14 the state board of education may adopt emergency rules under 15 section 17A.4, subsection 3, and section 17A.5, subsection 2, 16 paragraph “b”, to implement the provisions of this Act and 17 the rules shall be effective immediately upon filing unless 18 a later date is specified in the rules. Any rules adopted 19 in accordance with this section shall also be published as a 20 notice of intended action as provided in section 17A.4. 21 Sec. 4. EFFECTIVE DATE. This Act, being deemed of immediate 22 importance, takes effect upon enactment. 23 Sec. 5. APPLICABILITY. This Act applies to school budget 24 years beginning on or after July 1, 2019. 25 EXPLANATION 26 The inclusion of this explanation does not constitute agreement with 27 the explanation’s substance by the members of the general assembly. 28 The statewide preschool program for four-year-old children 29 under Code chapter 256C imposes requirements for approved local 30 preschool programs including a minimum of 10 hours per week 31 of instruction delivered on the skills and knowledge included 32 in the student learning standards developed for the preschool 33 program. This bill increases the minimum number of hours of 34 instruction from 10 to 30 per week. 35 -1- LSB 2599YH (2) 88 md/jh 1/ 2
H.F. 613 The amount of state funding for each school district’s 1 approved local program is determined using a preschool budget 2 enrollment that is equal to 50 percent of the actual enrollment 3 of eligible students in the preschool programming provided by 4 a school district on October 1 of the base year. The bill 5 changes the preschool budget enrollment used to determine 6 funding to an amount equal to 100 percent of the actual 7 enrollment of eligible students in the preschool programming 8 provided by a school district on October 1 of the base year. 9 The bill authorizes the department of education and the 10 state board of education to adopt emergency rules to implement 11 the provisions of the bill and the rules shall be effective 12 immediately upon filing unless a later date is specified in the 13 rules. 14 The bill takes effect upon enactment and applies to school 15 budget years beginning on or after July 1, 2019. 16 -2- LSB 2599YH (2) 88 md/jh 2/ 2
