the

the

in

or
Sunday.

Sec.
3.
EMERGENCY
RULES.
The
department
of
education
and
14
the
state
board
of
education
may
adopt
emergency
rules
under
15
section
17A.4,
subsection
3,
and
section
17A.5,
subsection
2,
16
paragraph
“b”,
to
implement
the
provisions
of
this
Act
and
17
the
rules
shall
be
effective
immediately
upon
filing
unless
18
a
later
date
is
specified
in
the
rules.
Any
rules
adopted
19
in
accordance
with
this
section
shall
also
be
published
as
a
20
notice
of
intended
action
as
provided
in
section
17A.4.

Sec.
4.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
22
importance,
takes
effect
upon
enactment.
23
Sec.
5.
APPLICABILITY.
This
Act
applies
to
school
budget
24
years
beginning
on
or
after
July
1,
2019.

EXPLANATION
26
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
27
the
explanation’s
substance
by
the
members
of
the
general
assembly.

The
statewide
preschool
program
for
four-year-old
children
29
under
Code
chapter
256C
imposes
requirements
for
approved
local
30
preschool
programs
including
a
minimum
of
10
hours
per
week
31
of
instruction
delivered
on
the
skills
and
knowledge
included
32
in
the
student
learning
standards
developed
for
the
preschool
33
program.
This
bill
increases
the
minimum
number
of
hours
of
34
instruction
from
10
to
30
per
week.

amount

state
funding
for

school
district’s

percent
of
the

the
preschool

on

the

year.

The
bill
authorizes
the
department
of
education
and
the

state
board
of
education
to
adopt
emergency
rules
to
implement

the
provisions
of
the
bill
and
the
rules
shall
be
effective

immediately
upon
filing
unless
a

in
the

rules.

The
bill
takes
effect
upon
enactment
and
