There
is
appropriated
from
the
general
fund
of
the
state

to
the
office
of
the
secretary
of
state
for
the
fiscal
year

beginning
July

2019,
and
ending
June
30,
2020,
the
following

amount,
or
so
much
thereof
as
is
necessary,
to
be
used
for
the

purposes
designated:

The
moneys
appropriated
in
this
section
shall
be
used

to
support
a
statewide
campaign
to
increase
public
awareness

of
the
state’s
voter
identification
laws
as
amended
by
2017

Iowa
Acts,
chapter
110,
and
to
increase
and
promote
voter
14
participation
amongst
Iowans
with
disabilities.

The
office
of
the
secretary
of
state
shall
submit
16
a
report
regarding
the
details
and
outcomes
of
the
public
17
awareness
campaign
to
the
governor
and
the
general
assembly
by
18
October
1,
2020.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
appropriates
$100,000
from
the
general
fund
23
of
the
state
to
the
office
of
the
secretary
of
state
for
24
FY
2019-2020
for
the
public
purpose
of
developing
and
25
administering
a
statewide
public
awareness
campaign
to
increase
26
public
awareness
of
state
voter
identification
laws
and
to
27
increase
and
promote
voter
participation
amongst
Iowans
with
28
disabilities.
The
bill
requires
the
office
of
the
secretary
of
29
state
to
submit
a
report
regarding
the
details
and
outcomes
of
30
the
public
awareness
campaign
to
the
governor
and
the
general
31
assembly
by
October
1,
2020.
