subsection
10,
paragraph
a,
Code

2019,
is
amended
to
read
as
follows:

a.
The
director
shall
adopt
rules
providing
that
any
state
3
agency
may,
upon
request
and
approval
by
the
department,
4
purchase
directly
from
a
vendor
if
the
direct
purchasing
is
5
more
economical
than
purchasing
through
the
department,
if
the
6
agency
shows
that
direct
purchasing
by
the
state
agency
would
7
be
in
the
best
interests
of
the
state
due
to
an
immediate
or
8
emergency
need,
or
if
the
purchase
will
not
exceed
ten
thousand
9
dollars
an
amount,
not
to
exceed
twenty-five
thousand
dollars,
10
determined
by
the
department
by
rule
and
the
purchase
would
11
contribute
to
the
agency
complying
with
the
targeted
small
12
business
procurement
goals
under
sections
73.15
through
73.21
.

EXPLANATION
14
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
15
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
concerns
state
purchasing
requirements
relating
to
17
targeted
small
business
procurement
goals.
The
bill
provides
18
that
any
state
agency,
with
approval
by
the
department
of
19
administrative
services,
may
purchase
directly
from
a
vendor
if
20
the
direct
purchasing
would
contribute
to
the
agency
complying
21
with
the
targeted
small
business
procurement
goals
and
will
22
not
exceed
an
amount,
not
to
exceed
$25,000,
determined
by
the
23
department
by
rule.
Current
law
allows
the
direct
purchase
to
24
comply
with
targeted
small
business
procurement
goals
if
the
25
amount
does
not
exceed
$10,000.
