1.
MEDICAID
AND
CHILDREN’S
HEALTH
INSURANCE
PROGRAM

COVERAGE
FOR
COMPACT
OF
FREE
ASSOCIATION
ISLANDS
CHILDREN

LAWFULLY
RESIDING
IN
THE
UNITED
STATES.
The
department
of
3
human
services
shall
submit
a
Medicaid
state
plan
amendment
to
4
the
centers
for
Medicare
and
Medicaid
services
of
the
United
5
States
department
of
health
and
human
services
for
approval
6
to
ensure
that
beginning
July
1,
2019,
the
option
elected
by
7
the
state
to
provide
coverage
under
the
Medicaid
program
and
8
the
children’s
health
insurance
program
to
children
lawfully
9
residing
in
the
United
States
in
accordance
with
42
U.S.C.
10
§1396b(v)(4)(A)(ii)
includes
coverage
for
compact
of
free
11
association
islands
children
lawfully
residing
in
the
United
12
States.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
14
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
17
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
human
services
to
19
submit
a
Medicaid
state
plan
amendment
to
the
centers
for
20
Medicare
and
Medicaid
services
of
the
United
States
department
21
of
health
and
human
services
for
approval
to
ensure
that
22
beginning
July
1,
2019,
the
option
previously
elected
by
the
23
state
to
provide
coverage
under
the
Medicaid
program
and
the
24
children’s
health
insurance
program
coverage
to
children
25
lawfully
residing
in
the
United
States
in
accordance
with
the
26
federal
law
includes
coverage
for
compact
of
free
association
27
islands
children
lawfully
residing
in
the
United
States.
The
28
bill
takes
effect
upon
enactment.
