Section
257.11,
subsection
5,

is
amended

to
read
as
follows:

In
order
to
provide
additional
funding
to
increase
4
student
opportunities
and
redirect
more
resources
to
student
5
programming
for
school
districts
that
share
operational
6
functions,
a
district
that
shares
with
a
political
subdivision
7
one
or
more
operational
functions
of
a
curriculum
director,
8
special
education
director,
school
safety
director,
9
master
social
worker,
independent
social
worker,
or
school
10
counselor,
or
one
or
more
operational
functions
in
the
areas
11
of
superintendent
management,
business
management,
human
12
resources,
transportation,
or
operation
and
maintenance
for
at
13
least
twenty
percent
of
the
school
year
shall
be
assigned
a
14
supplementary
weighting
for
each
shared
operational
function.

A
school
district
that
shares
an
operational
function
in
16
the
area
of
superintendent
management
shall
be
assigned
a
17
supplementary
weighting
of
eight
pupils
for
the
function.
A
18
school
district
that
shares
an
operational
function
in
the
area
19
of
business
management,
human
resources,
transportation,
or
20
operation
and
maintenance
shall
be
assigned
a
supplementary
21
weighting
of
five
pupils
for
the
function.
A
school
district
22
that
shares
the
operational
functions
of
a
curriculum
director,
23
special
education
director,
school
safety
director,
a
master
24
social
worker
or
an
independent
social
worker
licensed
under
25
chapters
147
and
154C
,
or
a
school
counselor
shall
be
assigned
26
a
supplementary
weighting
of
three
pupils
for
the
function.
27
The
additional
weighting
shall
be
assigned
for
each
discrete
28
operational
function
shared.
However,
a
school
district
29
may
receive
the
additional
weighting
under
this
subsection
30
for
sharing
the
services
of
an
individual
with
a
political
31
subdivision
even
if
the
type
of
operational
function
performed
32
by
the
individual
for
the
school
district
and
the
type
of
33
operational
function
performed
by
the
individual
for
the
34
political
subdivision
are
not
the
same
operational
function,
so

long
as
both
operational
functions
are
eligible
for
weighting
1
under
this
subsection
.
In
such
case,
the
school
district
2
shall
be
assigned
the
additional
weighting
for
the
type
of
3
operational
function
that
the
individual
performs
for
the
4
school
district,
and
the
school
district
shall
not
receive
5
additional
weighting
for
any
other
function
performed
by
the
6
individual.
The
operational
function
sharing
arrangement
does
7
not
need
to
be
a
newly
implemented
sharing
arrangement
to
8
receive
supplementary
weighting
under
this
subsection
.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
school
budget
10
years
beginning
on
or
after
July
1,
2019,
subject
to
the
school
11
budget
year
limitations
of
section
257.11,
subsection
5.

EXPLANATION
13
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
14
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
provision
of
supplementary
16
weighting
to
school
districts
that
share
with
a
political
17
subdivision
one
or
more
specified
operational
functions.
18
The
bill
adds
special
education
director
and
school
safety
19
director
to
the
list
of
operational
functions
for
which
20
supplementary
weighting
is
provided
to
school
districts.
The
21
department
of
management
annually
sets
a
weighting
for
each
22
area
education
agency
under
current
law.
23
Supplementary
weighting
for
shared
operational
functions
24
is
available
through
the
budget
year
beginning
July
1,
2024.
25
The
maximum
amount
of
additional
weighting
for
which
a
school
26
district
is
eligible
in
a
budget
year
is
21
additional
pupils;
27
the
maximum
amount
of
additional
funding
for
which
an
AEA
is
28
eligible
is
$200,000.
29
The
bill
applies
to
school
budget
years
beginning
on
or
after
30
July
1,
2019.
