H.F. 344 Section 1. Section 176A.9, subsection 4, Code 2019, is 1 amended to read as follows: 2 4. a. The extension council may collect reasonable fees 3 and may seek and receive grants, donations, gifts, bequests, 4 or other moneys from public and private sources to be used for 5 the purposes set forth in this section , and may enter into 6 contracts to provide educational services. 7 b. The extension council and a 4-H club may enter into a 8 contract that authorizes the extension council to manage moneys 9 donated to support the 4-H club. If such a contract is in 10 effect, the extension council shall manage the moneys on behalf 11 of the 4-H club and in the same manner as moneys received from 12 public sources. However, if no such contract is in effect, 13 the extension council shall automatically transfer any donated 14 moneys that it receives on behalf of a 4-H club to an account 15 in a bank or credit union as defined in section 12C.1 and under 16 the control of the 4-H club. 17 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 18 importance, takes effect upon enactment. 19 EXPLANATION 20 The inclusion of this explanation does not constitute agreement with 21 the explanation’s substance by the members of the general assembly. 22 This bill provides for the management of certain moneys 23 donated to support 4-H clubs by a county agricultural extension 24 council (extension council). The bill allows the extension 25 council and a 4-H club to enter into a contract authorizing the 26 executive council to manage moneys donated by private sources 27 to support the 4-H club. If no such contract is in effect, 28 the moneys must be transferred by the extension council to an 29 account in a bank or credit union that is under the control 30 of the 4-H club.
