H.F. 342 Section 1. Section 321.457, subsection 2, paragraph i, Code 1 2019, is amended to read as follows: 2 i. A stinger-steered automobile transporter shall not 3 have an overall length exceeding seventy-five eighty feet, 4 exclusive of retractable extensions used to support the load 5 and all other devices or appurtenances related to the safe and 6 efficient operation of the vehicle, except that the load may 7 extend up to three four feet beyond the front bumper and up to 8 four six feet beyond the rear bumper. 9 EXPLANATION 10 The inclusion of this explanation does not constitute agreement with 11 the explanation’s substance by the members of the general assembly. 12 Under current law, Code section 321.457 prohibits a 13 stinger-steered automobile transporter from having an overall 14 length exceeding 75 feet, exclusive of retractable extensions 15 used to support the load and all other devices or appurtenances 16 related to the safe and efficient operation of the vehicle, 17 except that the load may extend up to three feet beyond the 18 front bumper and up to four feet beyond the rear bumper. 19 Federal law (49 U.S.C. §31111(b)(1)(G)) prohibits states from 20 prescribing or enforcing regulations that impose a vehicle 21 length limitation of less than 80 feet on stinger-steered 22 automobile transporters with a front overhang of less than four 23 feet and a rear overhang of less than six feet. Code section 24 321.1 defines “stinger-steered automobile transporter” to mean 25 any vehicle combination designed and used specifically for the 26 transport of assembled highway vehicles, recreational vehicles, 27 or boats in which the fifth wheel is located on a drop frame 28 located below and behind the rearmost axle of the power unit. 29 This bill increases the length limitation on stinger-steered 30 automobile transporters to 80 feet, and authorizes the load to 31 extend up to four feet beyond the front bumper and up to six 32 feet beyond the rear bumper. 33 A violation of Code section 321.457 is punishable by a 34 scheduled fine of $200. 35 -1- LSB 1276HV (1) 88 ns/rh 1/ 1
