1.
The
state
board
of
regents
shall
conduct
a
study
relating
3
to
the
gender
pay
gap
between
university
graduates,
which
on
4
average
results
in
a
greater
student
loan
burden
for
women,
5
and
the
feasibility
of
establishing
and
offering
a
need-based
6
pay
gap
grant
to
students
who
face
a
gender
pay
gap
who
are
7
enrolled
in
the
institutions
of
higher
learning
governed
by
the
8
board.
The
amount
of
such
a
grant
shall
be
based
on
the
average
9
starting
pay
difference
between
females
and
males
who
graduate
10
with
the
same
major
and,
following
graduation,
begin
employment
11
in
the
same
occupational
field.
The
study
shall
determine
the
12
estimated
cost
of
providing
grants
at
the
full
difference,
13
one-half
of
the
difference,
and
one-quarter
of
the
difference
14
identified,
to
all
students
who
face
a
gender
pay
gap
and
who
15
are
in
financial
need
at
all
three
of
the
institutions.
The
16
study
shall
rely
on
data
and
metrics
from
national
studies
17
as
well
as
any
relevant
data
and
metrics
specific
to
Iowa’s
18
state
universities.
The
study
shall
determine
the
costs
19
of
implementing
such
a
grant
program
based
on
eligibility
20
requirements
established
for
other
grant
programs
and
shall
21
determine
and
recommend
a
suggested
percentage.

The
state
board
shall
submit
its
findings
and
23
recommendations
in
a
report
to
the
governor
and
the
general
24
assembly
by
January
15,
2021.

This
bill
directs
the
state
board
of
regents
to
conduct
a
