Section
1.
CHILD
SEXUAL
ABUSE
AND
SEXUAL
ASSAULT
AWARENESS

AND
PREVENTION
WORKING
GROUP.

1.
The
department
of
public
health
shall
convene
a
working
3
group
to
examine
issues
and
develop
policy
recommendations
4
relating
to
child
sexual
abuse
and
sexual
assault
awareness
5
and
prevention.
The
working
group
shall
request
relevant
data
6
and
outcome
measures
relating
to
child
sexual
abuse
and
sexual
7
assault
awareness
and
prevention
from
working
group
member
8
agencies
and
organizations,
including
but
not
limited
to
the
9
departments
of
human
services
and
education,
and
from
other
10
local
and
state
agencies
and
organizations
as
appropriate.
11
The
working
group
shall
comprehensively
review
and
analyze
12
such
information
in
order
to
propose
recommendations,
13
including
but
not
limited
to
recommendations
to
the
board
14
of
educational
examiners
relating
to
continuing
education
15
requirements
for
the
issuance,
renewal,
or
reinstatement
of
16
a
license
or
endorsement;
recommendations
to
the
state
board
17
of
education
relating
to
in-service
training
programs
on
child
18
sexual
abuse
and
sexual
assault
awareness
and
prevention;
19
and
recommendations
to
the
general
assembly
relating
to
the
20
provision
of
instruction
in
child
sexual
abuse
and
sexual
21
assault
awareness
and
prevention
as
part
of
a
school
district’s
22
human
growth
and
development
curriculum
for
kindergarten
23
through
grade
12.

2.
The
working
group
shall
include
the
following:
25
a.
Four
legislative
members
who
shall
be
appointed
as
ex
26
officio,
nonvoting
members
with
one
member
to
be
appointed
by
27
each
of
the
following:
the
majority
leader
of
the
senate,
28
the
minority
leader
of
the
senate,
the
speaker
of
the
house
29
of
representatives,
and
the
minority
leader
of
the
house
of
30
representatives.

b.
Eleven
voting
members
who
shall
represent
the
board
32
of
educational
examiners;
the
department
of
education;
the
33
department
of
human
rights;
the
department
of
human
services;
34
the
department
of
public
health’s
office
of
disability,
injury

violence
prevention;
the
department
of
public
safety;
the

child
advocacy
board;
the
coalition
for
family
and
children’s

services
in
Iowa;
the
office
of
the
attorney
general’s

victim
assistance
division;
prevent
child
abuse
Iowa;
and
the
4
Iowa
network
against
human
trafficking
and
slavery.

The
working
group
shall
meet
not
more
than
two
times
and
6
shall
submit
its
findings
and
recommendations
in
a
report
to
7
the
general
assembly
by
December
15,
2019.

4.
The
department
of
public
health
shall
provide
staffing
9
and
administrative
support
to
the
working
group.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
11
importance,
takes
effect
upon
enactment.

EXPLANATION
13
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
14
the
explanation’s
substance
by
the
members
of
the
general
assembly.
15
This
bill
directs
the
department
of
public
health
(DPH)
to
16
convene
a
working
group
to
examine
issues
and
develop
policy
17
recommendations
relating
to
child
sexual
abuse
and
sexual
18
assault
awareness
and
prevention.
The
bill
directs
DPH
to
19
provide
staffing
and
administrative
support
to
the
working
20
group.
21
The
bill
requires
the
working
group
to
submit
a
report,
22
including
findings
and
recommendations,
to
the
general
assembly
23
no
later
than
December
15,
2019.
The
bill
takes
effect
upon
24
enactment.
