H.F. 29 Section 1. Section 20.3, subsection 11, Code 2019, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . g. A teacher licensed under chapter 272. 3 Sec. 2. APPLICABILITY. This Act applies to collective 4 bargaining procedures pursuant to chapter 20 initiated on or 5 after the effective date of this Act. 6 EXPLANATION 7 The inclusion of this explanation does not constitute agreement with 8 the explanation’s substance by the members of the general assembly. 9 This bill designates teachers licensed under Code chapter 10 272 as public safety employees for the purposes of collective 11 bargaining pursuant to Code chapter 20, the public employment 12 relations Act. Code chapter 20 and Code chapter 400 include 13 collective bargaining procedures specifically applicable 14 to public safety employees that are not applicable to other 15 public employees, including procedures relating to the scope of 16 collective bargaining negotiations, arbitration procedures, and 17 certain matters relating to city civil service employment. 18 The bill applies to collective bargaining procedures 19 pursuant to Code chapter 20 initiated on or after the effective 20 date of the bill. 21 -1- LSB 1460YH (2) 88 je/rn 1/ 1
