H.F. 288 Section 1. Section 35A.14, subsection 4, Code 2019, is 1 amended to read as follows: 2 4. Moneys appropriated to or received by the department for 3 providing injured veterans grants under this section may be 4 expended for grants of up to ten thousand dollars to a veteran 5 who is seriously injured or very seriously injured, as defined 6 in the most recently published United States department of 7 defense joint publication 1-02, to provide financial assistance 8 to the veteran so that family members of the veteran may be 9 with the veteran during the veteran’s recovery from an injury 10 received in the line of duty in a combat zone or in a zone where 11 the veteran was receiving hazardous duty pay after September 12 11, 2001. 13 Sec. 2. Section 35A.14, subsection 5, paragraph b, Code 14 2019, is amended to read as follows: 15 b. Proof of continued medical care or rehabilitation 16 services may include any reasonably reliable documentation 17 showing that the veteran is receiving continued medical or 18 rehabilitative care as a result of qualifying injuries. Proof 19 that the injury occurred in the line of duty shall be made 20 based upon the circumstances of the injury known at the time of 21 evacuation from the combat zone or zone in which the veteran 22 was receiving hazardous duty pay place where the veteran was 23 injured . 24 Sec. 3. Section 35A.14, Code 2019, is amended by adding the 25 following new subsection: 26 NEW SUBSECTION . 7. The department, the commission, and 27 the national guard shall collaborate on a report regarding the 28 sustainability of future funding for the injured veterans grant 29 program and shall submit their findings and recommendations in 30 a written report to the governor and the general assembly by 31 December 31, 2019. 32 Sec. 4. Section 272C.4, Code 2019, is amended by adding the 33 following new subsection: 34 NEW SUBSECTION . 12A. a. Establish procedures by January 35 -1- LSB 1275HV (2) 88 mo/rn 1/ 3

H.F. 288 1, 2020, to expedite the licensing of an individual who is 1 licensed in a similar profession or occupation in another state 2 and who is the spouse of an active duty member of the military 3 forces of the United States. 4 b. If the board determines that the professional or 5 occupational licensing requirements of the state where 6 the spouse is licensed are substantially equivalent to the 7 licensing requirements of this state, the procedures shall 8 require the expedited licensing of the spouse in this state. 9 c. If the board determines that the professional or 10 occupational licensing requirements of the state where the 11 spouse is licensed are not substantially equivalent to the 12 professional or occupational licensing requirements of this 13 state, the procedures shall allow the provisional licensing 14 of the spouse for a period of time deemed necessary by the 15 board to obtain a substantial equivalent to the licensing 16 requirements of this state. The board shall advise the 17 spouse of required education or training necessary to obtain 18 a substantial equivalent to the professional or occupational 19 licensing requirements of this state, and the procedures shall 20 provide for licensing of an individual who has, pursuant to 21 this paragraph, obtained a substantial equivalent to the 22 licensing requirements of this state. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 Currently, under Code section 35A.14, the injured veterans 27 grant program provides grants to veterans recovering from an 28 injury received in the line of duty in a combat zone or in a 29 zone where the veteran was receiving hazardous duty pay after 30 September 11, 2001. This bill eliminates the requirement that 31 the veteran be injured in a combat zone or zone where the 32 veteran is receiving hazardous duty pay in order to qualify for 33 the program. The bill further provides that the department of 34 veterans affairs, the commission of veterans affairs, and the 35 -2- LSB 1275HV (2) 88 mo/rn 2/ 3

H.F. 288 national guard are to collaborate on a report regarding the 1 sustainability of future funding for the injured veterans grant 2 program with a written report due to the governor and general 3 assembly by December 31, 2019. 4 The bill also establishes an expedited licensing process for 5 spouses of active duty members of the United States military 6 who are stationed in Iowa pursuant to military orders. Code 7 section 272C.4 is amended to provide that licensing boards 8 establish procedures by January 1, 2020, to expedite the 9 licensing of an individual who is licensed in a similar 10 profession or occupation in another state and who is the spouse 11 of an active duty member of the military forces of the United 12 States.
